Overview
The Quality Operations Specialist assists the District Welding and QA/QC Manager in the implementation of Quality programs. They directly report to District Welding and QA/QC Manager and Liaises with Project Management, Fabrication Shop Management and area Functional Leads.
Responsibilities
The Quality Operations Specialist is responsible for all Quality Assurance and Quality Control activities within their area of Operations.
They assist in the development, implementation and maintenance of the CB&I Quality Management System (CMS).
They coordinate with other department managers, Clients, Suppliers and Sub-contractors to correct and improve both internal and external quality issues.
Their responsibilities include:
  • Implement Quality programs as an instrument of continual Improvement in alignment with corporate objectives & targets that improves Organizational performance and effectiveness.
  • Develop and implement effective problem-solving techniques that prevent recurrence of non-conformances.
  • Ensure Welding & QA/QC support for pre-contract in operations for estimating and other technical deliverables as requested by Sales and Estimating.
  • Provide technical support for materials, welding, inspection and testing for bids and projects.
  • Ensure that Project Inspections, NDE and Certification are effectively managed.
  • Ensure Quality certifications such as ASME, ISO9001, and ISO19443 as applicable are current.
  • Support development of project quality plans and procedures and support all QC and NDE field activities.

Local Requirements
Role Overview
We are seeking a highly organized and technically proficient Quality Operations Specialist to coordinate and support the integrity and growth of our nuclear program. In this role, the Quality Operations Specialist will act as a central hub for compliance, ensuring that all procedures, deliverables, and records meet the rigorous standards of the nuclear industry. Quality Operations Specialist will play a key part in maintaining our quality assurance culture by managing training, assisting with revisions, and as applicable interfacing with regulatory bodies.
Key Responsibilities
  • Program Maintenance: Assist in the ongoing maintenance of the existing Nuclear Quality Assurance program to ensure continuous compliance.
  • Documentation & Revisions: Lead the revision and control of technical procedures and produce high-quality nuclear deliverables for clients and shareholders. Work internally with department leads to tailoring procedures to current requirements.
  • Records & Training: Manage internal nuclear training programs and maintain meticulous quality records for audit readiness.
  • Quality Oversight: Generate and track Nonconformance Reports (NCRs) and Corrective Action Requests (CARs) through to resolution.
  • Audit Support: Participate in internal and external audits; coordinate activities with Authorized Inspection Agencies (AIA) and other external bodies.

Required Qualifications
  • Technical Standards: Deep working knowledge of ASME NQA-1, ASME Section III, and Nuclear Regulatory Commission (NRC) requirements.
  • Quality Competency: Demonstrated experience in a nuclear quality environment, specifically regarding procedure writing and document control.
  • Technical Writing: Ability to translate complex regulatory requirements into clear, actionable internal procedures.

Preferred Experience
  • Auditing: Experience as an internal auditor or lead auditor.
  • Regulatory Interface: Experience working directly with Authorized Nuclear Inspectors or NRC representatives.
  • Issue Resolution: Proven track record of identifying root causes and managing the CAR/NCR process

Nuclear Construction Activities: Experience with overall nuclear construction including Welding, Inspection, Testing.
Qualifications
  • Bachelor's Degree in Engineering or Quality discipline or equivalent.
  • Minimum of 5 Years relevant Experience.
  • Must have strong interpersonal skills to work with other departments in a tactful and effective manner.
  • Excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills.
  • Must possess computer proficiency with working knowledge of Microsoft Office Products, including Word, Excel, Power Point etc. Planning skills are essential.
  • Strong attention to detail.
  • Strong working knowledge of applicable industry codes and standards such as ASME, API, AWWA, etc.
  • Ability to direct and manage team members with day-to-day activities as well as special projects to assure timely completion.

Skills and Behaviors
  • Demonstrate knowledge & experience in Welding, NDT, Quality Assurance and Quality Control to meet project requirements.
  • Ability to review Project Quality Plans and procedures in line with the Customer requirements, Project Execution Strategy and the Project Estimating Basis.
  • Interface with clients, suppliers, sub-contractors, third parties, JV partners on issues related to quality.
  • Coordinate with Project Management, Engineering, Procurement, and Construction functions on an ongoing basis to ensure project requirements are met.
  • Reviewing Quality Manuals, documents, and implementation procedures to verify compliance with customer requirements, industry codes and standards, local regulations.
