Job Description Summary
The Manager, Network Services is responsible for leading the design, implementation, and maintenance of the College's network, server, and cloud infrastructure to ensure secure, reliable, and high-performing IT services that support teaching, learning, and administrative functions across all college locations. This position supervises and develops a team of network and systems administrators, manages related projects and budgets, ensures compliance with security and regulatory standards, and oversees vendor relationships and service agreements. The Manager plays a key role in technology planning, policy development, and operational execution.
Minimum Qualifications
EDUCATION AND EXPERIENCE
  • Associate's degree (or higher) in computer science, information technology, or a related field required. (Certified Information Systems Security Professional (CISSP) or Cisco Certified Internetwork Expert (CCIE) certification may be substituted in lieu of a degree)

For applicants with an Associate's degree:
  • Minimum of 7 years of experience with network and server administration, networking protocols, technologies, and security best practices, Windows Server and Linux server operating systems and virtualization technologies required.

For applicants with a Bachelor's degree (or higher) or a certification:
  • Minimum of 4 years of experience with network and server administration, networking protocols, technologies and security best practices, Windows Server and Linux server operating systems, and virtualization technologies required.

  • 4 years of experience in a technology management or supervisory role that has overseen or led network engineers or systems administrators required.
  • ITIL or COBIT Certifications preferred.

Criteria
CRITERIA: The following criteria, which are not the sole criteria used in the final hiring decision, will be used to review the applications of those persons who meet the stated minimum qualifications and to select those qualified applicants who will be interviewed. ESSENTIAL DUTIES
Leadership and Management:
  • Supervise, mentor, and evaluate the performance of network and systems administration staff.
  • Foster a collaborative and high-performing team environment.
  • Delegate tasks effectively and provide opportunities for professional development.
  • Manage team resources and budgets effectively.
  • Contribute to the development of IT policies and procedures.

Network Infrastructure Management:
  • Oversee the design, implementation, and maintenance of the campus network, including LAN/WAN connectivity, firewalls, routers, switches, and other network devices.
  • Ensure network security and integrity through the implementation of appropriate security measures.
  • Monitor network performance and proactively identify and resolve potential issues.
  • Plan for network capacity and scalability to meet future needs.

Server Infrastructure Management:
  • Manage the server infrastructure, including physical and virtual servers, operating systems, and applications.
  • Ensure the availability, performance, and security of critical systems, including ERP, Active Directory, SSO, and other business applications.
  • Oversee server backups and disaster recovery procedures.
  • Manage and maintain cloud environments in AWS and Azure.

Cloud Platform Management:
  • Administer and maintain cloud-based services and infrastructure in AWS and Azure.
  • Ensure the security and compliance of cloud environments.
  • Optimize cloud resource utilization and costs.
  • Collaborate with other IT teams to integrate cloud services with on-premises infrastructure.

Security and Compliance:
  • Implement and enforce security policies and procedures in collaboration with the information security team to protect network and server infrastructure from cyber threats.
  • Ensure compliance with relevant regulations and industry best practices.
  • Conduct regular security assessments and vulnerability scans.
  • Respond to security incidents and breaches effectively.

Project Management:
  • Manage and assist with IT projects related to network and server infrastructure upgrades, implementations, and expansions.
  • Develop project plans, budgets, and timelines.
  • Track project progress and ensure timely completion.

Vendor Management:
  • Manage relationships with vendors for hardware, software, and support services.
  • Negotiate contracts and ensure service level agreements are met.

Budget Management:
  • Collaborate with the Director of Network Infrastructure and Administration to develop and manage the budget for network and server infrastructure.
  • Forecast future needs and prioritize investments.

KNOWLEDGE, SKILLS AND ABILITIES
  • Deep understanding of networking protocols, technologies, and security best practices.
  • Extensive experience with server operating systems (Windows Server, Linux) and virtualization technologies.
  • Hands-on experience with cloud platforms (AWS and Azure).
  • Strong knowledge of Active Directory, SSO, and ERP systems.
  • Excellent leadership, communication, and interpersonal skills.
  • Proven ability to manage multiple projects and priorities simultaneously
  • Strong problem-solving and analytical skills.
  • Ability to meet deadlines.
  • Ability to work effectively with others in a team environment.
  • Ability to adhere to company confidentiality and security requirements.

Job Requirements
PHYSICAL REQUIREMENTS
  • Must be able to lift, carry, and move equipment and materials weighing up to 50 pounds, including servers, switches, and other network hardware.
  • Ability to perform work in confined spaces, wiring closets, and under desks as needed for equipment installation and maintenance.
  • Must be able to climb ladders and work at heights to access cabling and network infrastructure.
  • Prolonged periods of sitting, standing, and working at a computer workstation.
  • Dexterity to operate tools and equipment, including hand tools, cable testers, and diagnostic devices.
  • Visual acuity and hearing sufficient to diagnose and troubleshoot technical issues related to networking and server infrastructure.

OTHER REQUIREMENTS
  • Must be available to respond to emergency calls and critical network outages on an on-call basis, including evenings, weekends, and holidays as needed.
  • Availability to perform system upgrades, maintenance, and project work during non-business hours (early mornings, evenings, or weekends) to minimize disruption to college operations.
  • May be required to work extended hours during system rollouts, outages, or high-priority initiatives.
  • Ability to communicate effectively in spoken and written standard English.
  • As required by the 1986 Immigration Act, be prepared to present acceptable documentation showing your identity and that you are a U.S. citizen or an alien who is authorized to work.
  • A background investigation will be conducted prior to the offer of employment. A signed authorization for the release of personal information will be required if selected for an interview.
