Job description

ITA III Software Developer
The State of Utah DEPARTMENT OF TECHNOLOGY SERVICE (DTS) is looking for a talented application developer to help our Department of Environmental Quality software development group. This team is responsible for architecting and building new technical solutions for the various divisions within the DEPARTMENT OF ENVIRONMENTAL QUALITY (DEQ).
We are in the early stages of modernizing DEQ's client/server-based applications. The goal for this effort is identifying, selecting and deploying a comprehensive web-based system to replace DEQs old apps. The new system will allow DEQ to improve the delivery of key services both internally and externally. We need a developer who can provide feedback regarding system design specifically as it relates to the deployment and management of cloud-based microservices.
We have been working with the EPA on their new database solution for drinking water and will be the first State that goes live with the application. We have been asked to go live six months after the EPA has completed their development.
This position requires a high level of expertise and broad experience in web application development and architecture. Experience in relational databases and structured testing is also helpful.
Required Skills/Experience
  • Minimum 3 years of experience in React, HTML and CSS.
  • Minimum 3 years of experience in building and maintaining APIs using REST GraphQL.
  • Minimum 3 years of experience with NodeJS as a middle tier.
  • Demonstrated experience with application debugging and code fixes.
  • Monitors and evaluate operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.
  • Anticipates the impact that new or modified software will have on existing systems.
  • Identifies problems or potential problem areas and recommends timely solutions.
  • Participates in the design of relational databases that meet user needs.
  • Adapts automated system(s) to accommodate special agency needs; designs or enhances agency unique automated systems to interface with existing systems as needed.

Desired Skills & Experience
  • Experience JavaScript, NodeJS, React and Redux.
  • Experience with Java and Springboot.
  • Experience with RESTful services and/or GraphQL Services.
  • Experience with versioning control systems.
  • SQL Database experience, ideally with Oracle and Postgres.
  • Experience with serverless cloud services (AWS, GCP, Azure).
  • Skilled in working closely with business partners in a manner which shows respect, sensitivity, tact, and professionalism.
  • Skilled in designing and building customer-facing JavaScript applications.
  • Ability to communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing
  • Ability to plan, organize and prioritize time and workload in order to accomplish tasks and meet deadlines independently or as part of a team.
  • Ability to test and document software using appropriate methodology and techniques.
  • Ability to assist in the planning and coordination of application design.
  • Knowledge of applicable maintenance methods and techniques.
  • Knowledge of cloud computing, running native applications in AWS.
