We are seeking an experienced Solution Architect to lead the discovery, user experience (UX) refinement, and architectural design for the Next-Generation Water Measurement Data Dashboard. This strategic role focuses on developing the functional, technical, and architectural blueprint to support future state platform procurement and implementation.

- Role Type: Contract (Scope limited to discovery, architecture, UX refinement, and roadmap planning)
Key Responsibilities
- Solution Architecture: Define application architecture, Google Cloud Platform deployment, security framework (UtahID IAM), and SensorThings/HydroServer API integration models.
- UX & Blueprinting: Refine user personas, workflows, and Figma mockups into high-fidelity, implementation-ready designs following user-centered principles.
- Modernization Strategy: Evaluate legacy dependencies (e.g., Water Rights MapServer) and establish incremental modernization approaches using patterns like Strangler Fig.
- Implementation Planning: Translate requirements into actionable backlogs, project schedules, cost estimation models, and transition strategies.
Required Skills & Qualifications
- Core Architecture: Proven experience in enterprise solution architecture, web application design, and modern cloud architecture.
- UX & Dashboard Design: Strong proficiency in UX/UI design, user-centered principles, Figma prototyping, and data visualization tools.
- API & Integration: Solid experience in API design, security architecture, and system integration.
- Strategic Planning: Demonstrated ability to author technical roadmaps, project backlogs, cost models, and architectural diagrams (Context, Component, Data Flow).
Preferred Qualifications
- Experience with water resource, environmental, or scientific time-series data platforms.
- Experience with GIS web applications, ArcGIS Maps SDK for JavaScript, and MapServer solutions.
- Technical familiarity with Google Cloud Platform, HydroServer ecosystem, SensorThings APIs, React, Node.js, and UtahID IAM.
- Success leading government legacy modernization initiatives using the Strangler Fig pattern.
