Job Description:

PROJECT/TASK MANAGER

Delivery Lead serves as Key Personnel responsible for leading and managing all Solution Development activities. This role provides technical leadership, delivery oversight, and lifecycle management for solutions built on SharePoint, Microsoft 365, Power Platform, Azure services, and related technologies.

The Delivery Lead partners closely with Customer stakeholders, project teams, and technical staff to ensure that all solution development efforts meet HHS/NIAID standards, comply with applicable security and privacy requirements, and fully align with key methodologies including the HHS Enterprise Performance Life Cycle

Key Responsibilities

Lead Solution Delivery Across the Full Lifecycle

  • Collaborating with NIAID and NIH stakeholders to elicit business needs and define solution concepts.
  • Leading requirements gathering, documentation, functional analysis, and process reengineering.
  • Directing creation of solution designs, architectural decisions, and technical configurations.
  • Overseeing development of Power Platform solutions (Power Apps, Power Automate, Power BI, Power Virtual Agents).
  • Managing testing, UAT coordination, deployment, and transition to operations.
  • Ensuring all solution artifacts are created using NIAID standards and Microsoft Office tooling.

Technical Leadership & Direction

  • Lead multidisciplinary teams delivering enterprise solutions across SharePoint, Power Platform, M365, and Azure components.
  • Provide expert guidance on SPFx development, Microsoft 365 integrations, API integrations, and low/nocode architectures.
  • Ensure implementations follow modern engineering practices, including ALM, source control, CI/CD pipelines, and structured development environments.

Requirements, Design, and Architecture Quality

  • Validate requirements, enforce design consistency, and ensure alignment with enterprise architecture patterns.
  • Conduct design reviews, solution validation sessions, and risk/impact assessments for new features and enhancements.
  • Ensure solutions comply with NIAID security, privacy, accessibility, and regulatory standards.

Project Management & Coordination of Workstreams

  • Lead cross-functional project teams, establishing schedules, managing dependencies, and coordinating across Government and contractor resources.
  • Identify risks, develop mitigation strategies, and maintain communication with Federal Technical Leads.
  • Provide contributions to program-level reporting including status reports, portfolio reviews, and EPLC deliverables.

Governance, Change Management & Stakeholder Engagement

  • Ensure solution development follows governance requirements, including change control and configuration management.
  • Support organizational change management, communications, training, and documentation for solution rollouts.
  • Support harmonization between citizen developers, pro developers, and platform governance frameworks.

Security, Privacy, and Records Requirements

  • Ensure all solutions and development processes meet NIST SP 80053/171 security controls, privacy requirements, and CUI handling rules.
  • Support ATO-related development documentation and activities where applicable.
  • Ensure development environments comply with segregation requirements between dev/test/prod environments.
  • Enforce secure coding best practices (US-CERT, OWASP)

Required Skills/Experience

  • Minimum 3+ years of documented experience in solution development using SPFx, Node.js, JavaScript/TypeScript, React, HTML5, CSS, Power Fx, and related tools.
  • Preferred 5-8+ years leading technical delivery teams, managing complex enterprise or federal solution development work, or equivalent program/project leadership experience.
  • Experience designing and integrating Microsoft 365 components: SharePoint Online, Teams, Power Automate, Planner, and external APIs.
  • Experience implementing source control, ALM, and CI/CD (Azure DevOps preferred).
  • Proven experience executing full SDLC/EPLC lifecycle deliverables: requirements, design, testing, UAT, deployment, and support.

  • MS600 (SharePoint / M365 Developer or equivalent)
  • PL200 or PL600 (depending on assigned tasks)

The likely salary range for this position is $148,750 - $201,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
