Description
Performs complex skilled technical and administrative work supervising, planning, and directing streets, building and grounds, and solid waste operations, responding to complaints, preparing and maintaining records, files and reports, and related work as apparent or assigned. Work is performed under general direction. Divisional supervision is exercised over all division personnel.
Examples of Duties
  • Manages assigned divisions and staff ; assists with the recruitment and selection of division personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules, approves leave, and manages time cards for payroll; recommends transfers, promotions, suspensions, terminations, and demotions.
  • Plans, organizes, and directs the daily operations, which includes planning and implementing projects, inspections, approving bills for payment, preparing the annual budget, monitoring expenses, identifying equipment needs, ordering new equipment and maintaining the units' equipment.
  • Receives and responds to citizen inquiries and complaints.
  • Manages and responds to maintenance emergencies.
  • Coordinates and oversees the work of contractors; evaluates work progress.
  • Keeps records and prepares reports for management and to comply with regulations.

Typical Qualifications
Minimum Education and Experience:
  • High school diploma or GED and extensive experience in construction and repair work including considerable supervisory experience, or equivalent combination of education and experience.

Licenses and/or Certifications:
  • Valid commercial driver's license in the Commonwealth of Virginia.

Knowledge:
  • Knowledge of construction and repair methods, techniques, tools and equipment used in assigned skilled trades division.

Skills:
  • Supervisory, organization, negotiation, computer and communications skills.

Abilities:
  • Ability to solve problems and to deal with the general public.

Other requirements:
  • Ability to work on rotating shifts during snow and natural emergencies

Work Environment:
  • Work is performed both indoors and outdoors and with exposure to temperamental changes (warehouses, covered loading docks, garages, etc) or extreme noise, odors, heights, dust and hazardous materials such as petroleum products, paint, solvents, asphalt, concrete, herbicides and pesticides.
