WAGE INFORMATION

Target salary range: $160,000 - $205,000. The salary range displayed is an estimate and will be determined on several factors regarding the individual’s particular combination of education, knowledge, skills, competencies and experience, as well as contract parameters and organizational requirements.  The displayed salary is one component of the total compensation package for employees.

Responsibilities

We are seeking Network Operations and Engineering Manager for the Department of State COMSEC IT Services contract.

The Network Operations and Engineering Manager will lead network operations and engineering activities supporting the Department of State COMSEC mission. The position will oversee operational performance, network engineering support, technical escalation, workforce coordination, incident response support, and continuous service improvement for secure communications environments.

The final PWS places significant emphasis on COMSEC network operations, enterprise monitoring, secure network engineering, continuous operational support, and modernization.

REQUIRED QUALIFICATIONS

Experience

  • 8+ years of network operations and/or network engineering experience.

  • Experience with NIST 800-53.

  • Experience with security control lifecycles.

  • Demonstrated experience supporting government agencies, customers, or contracts within federal environments. This includes the Intelligence Community (IC), Department of Defense (DoD), Federal Civil agencies, and military organizations. Prior experience supporting the same or similar contract, with an in-depth understanding of the customer environment, requirements, and operational landscape, is highly desirable.

Certifications

  • PMP, program management certification, or equivalent within 6 months of hire.

AND

  • Network+ certification.

  • Cisco CCNA or equivalent

Education

  • Bachelor's degree in network engineering or related field, or CCIE.

Clearance

  • Active Top Secret clearance.

PREFERRED QUALIFICATIONS

  • Experience supporting classified or national-security networks.
  • Experience managing 24x7 operational environments.
  • Experience with ITIL-based service management.
  • Experience with enterprise monitoring and network-management tools.
  • COMSEC or cryptographic-network experience strongly preferred.

RESPONSIBILITIES

  • Lead day-to-day network operations and engineering activities.
  • Manage technical personnel supporting secure network and COMSEC environments.
  • Coordinate operational priorities, schedules, staffing, and workload.
  • Oversee advanced troubleshooting, technical escalation, and service restoration.
  • Support secure communications availability, reliability, and mission continuity.
  • Coordinate network configuration, integration, testing, implementation, and lifecycle support.
  • Ensure network operations align with NIST 800-53 and applicable security-control lifecycle requirements.
  • Monitor operational performance and identify recurring technical or process issues.
  • Coordinate incident and problem-management activities.
  • Support root-cause analysis and corrective-action development.
  • Work with Government stakeholders to prioritize operational and engineering requirements.
  • Support modernization, automation, and technology-refresh initiatives.
  • Maintain operational documentation, procedures, metrics, and status reporting
