DESCRIPTION OF SERVICES
The Project Manager II is an Information Technology (IT) position that will manage components of highly complex and visible projects and/or program initiatives.
This role will follow project management methodologies and governance processes to deliver work products on time and within a set budget.
The role will collaborate with end users and key stakeholders to provide status updates and gather requirements, work with vendors on implementation and delivery of contract deliverables, and coordinate with internal IT teams.
The Project Manager will be responsible for maintaining and managing timelines for multiple projects. This individual will identify project risks and issues and proactively develop mitigation and resolution plans.
Responsibilities
  • Experience with general IT SDLC processes.
  • Experience implementing Enterprise Systems Integration projects.
  • Experience with SAP.
  • Experience mediating business units with conflicting requirements.
  • Experience driving systems integration delivery projects from third-party vendors through delivery acceptance and project closure.
  • Experience preparing and presenting executive-level project communications, project tracking, and stakeholder management.
  • Ability to create and maintain project artifacts including:
    • Project Timeline
    • Risk & Issue Log
    • Communication Plan
    • Stakeholder Register
  • Ability to identify, manage, and mitigate project risks and issues.
  • Responsible for project scope delivery while optimizing schedule, cost, and resources across TxDOT, partner, and third-party deliverables.
  • Acts as the counterpart to the vendor Program Leader to ensure customer satisfaction and serve as the escalation point for service delivery activities.
  • Strong written and verbal communication skills.
  • Creative problem-solving abilities.
  • Hands-on project management of multiple concurrent projects.

Minimum Skills and Qualifications
  • 7 years Experience managing all phases of large and complex technical projects.
  • 7 years Experience creating and maintaining project artifacts including Project Timelines, Risk & Issue Logs, Communication Plans, Stakeholder Registers, etc.
  • 7 years Experience with general IT SDLC processes.
  • 7 years Experience identifying and managing project risks and issues.
  • 7 years Skilled in creating and presenting executive-level project communications.
  • 7 years Skilled in gathering requirements from business divisions.
  • 7 years Skilled in educating business unit staff on standardized processes.
  • 7 years Strong verbal and written communication skills with peers, business users, and executive leadership.
  • 7 years Skilled in facilitating large group meetings with internal and external stakeholders.
  • 7 years Skilled in collaborating with technical and functional teams to develop Technical Specifications and supporting documentation.
  • 5 years Experience implementing Enterprise Systems Integration projects.

Preferred Skills and Qualifications
  • 4 years Experience working with one or more Texas state government agencies.
  • 4 years CBAP and/or PMP certification is a plus.
  • Demonstrated experience leveraging AI-enabled tools and automation to improve project planning, scheduling, reporting, risk management, stakeholder engagement, and delivery outcomes.
  • Ability to integrate AI-assisted capabilities into project management practices while ensuring governance, security, quality, and appropriate human oversight.
