Position Overview

Located on one of Kiewit's project sites in Oahu, Hawaii, the Project Quality Manager is responsible for the development, implementation and management of a site specific quality plan and all other quality related functions necessary to deliver the project fully compliant with all required contract documentation.

The PQM is a member of the project leadership team, and therefore must be able to work with minimal supervision, interact professionally with the project team and client personnel, have excellent written / verbal communication and conflict resolution skills, manage a diversified workload and challenging situation efficiently and effectively, have a Continuous Improvement (CI) mentality, and takes the lead role on managing quality on the project. 

District Overview

Kiewit's Northwest District is headquartered in Vancouver, Washington. We primarily perform heavy civil projects specializing in earth moving, transportation, roadways, water resources, and underground utilities. We are looking for hardworking individuals with a passion for construction who are not afraid to get their hands dirty!

Location

This role will be based on-site at a project in Oahu, Hawaii.

Responsibilities
  • Listen to and take appropriate action on client's expressed concerns and observations.
  • Provide open and honest communications to client representatives regarding the quality of work.
  • Research and answer questions of a technical nature. Assist in the interpretation of construction codes and standards.
  • Develop an understanding of project scope and quality requirements as they pertain to assigned area of responsibility.
  • Possess a working knowledge of the assigned discipline including all special processes, inspection/testing techniques, and applicable codes and standards as they apply to work. (i.e., ACI, AWS, ASSHTO, ASME, NEC, etc.)
  • Collaborate with operations in work pack development to identify the required inspections, tests, and documentation.
  • Conduct periodic meetings with project management to review the quality of work.
  • Communicate with operations team regarding quality issues and client concerns. 
  • Monitor and manage the costs of third-party inspection and testing firms and coordinate services with their management. Ensure the work is billed appropriately.
  • Review and approve quality documents for compliance with contract requirements. 
  • Schedule inspections and tests to support the project schedule and production goals.
  • Sets expectations and holds the quality team accountable for timely and accurate inspections to meet production schedule.
  • Provide training to supervision and crafts regarding the project specific quality process and requirements. Assist with new hire quality orientation.
  • Actively report and track nonconforming work within company approved tracking system. 
  • Coordinates source and receiving inspection of permanent materials and plant equipment for project requirements.
  • Reviews supplier-provided quality documents for compliance with contract requirements.
  • Train, mentor and supervise project quality inspection personnel and provide input on compensation.
  • Verify testing equipment is within calibration requirements. Maintain a log of all testing equipment and calibrations required for the work. 
  • Organize and manage quality records and store per corporate, district and project document management procedures.
  • Coordinate punch list walks with responsible supervision to assess final completion of the work. Monitor the process to verify all items are closed.
  • Perform quality audits or assessments of specific project quality processes and report the results.

Additional Responsibilities:

  • Examine/inspect field conditions and identify problems, inaccuracies, and cost saving measures that arise or that may be encountered.
  • Take corrective actions as needed.
  • Inspect subordinates' work for compliance with the contract plans and specifications, point out deficiencies and explain and take any corrective action needed.
  • Listen to other employee's and supervisor's suggestions, complaints, problems, safety concerns and recommendations, evaluate each and then devise and implement a plan of action based on that evaluation.
  • Observe functioning of installed equipment or systems to determine hazards and need for adjustments, relocation, or replacement.
  • Identify safety hazards you or other employees may be subject to and take all necessary corrective actions to eliminate or minimize hazards.
  • Understand and respond appropriately to all safety hazards and warning devices. (i.e., back-up alarms, smell of smoke, different colored warning tags, warning sirens)
  • Understand and implement lockout/tagout procedures in safe manner.
  • Perform all other job-related duties as requested by supervisor.
Qualifications
  • P.E. License.
  • Must be able to pass a background check to obtain a DBIDS (Defense Biometric Identification System) Pass to work on base.
  • A graduate of a 4-year accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science, with a minimum of 10 years experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type construction contracts which included the major trades that are part of this Contract.  
  • Must have at least 2 years' experience as a QC Manager.  
  • Must be familiar with the requirements of EM 385-1-1, and have experience in the areas of hazard identification, safety compliance, and sustainability.
  • Candidates should possess excellent oral and written communication skills, have ability to work independently and as part of a team, possess excellent analytical and problem-solving skills, be proficient with engineering and project management software, and have excellent organizational and time management skills.
  • Prior quality management or testing and inspection experience with state DOTs, US armed forces, or other federal, state, or local agencies is required. Will also consider candidates with demonstrated strong construction operations background combined with relevant education.  
  • Preferred certifications - CCQM, ASQ, CQE, USACE CQM, ACI, WAQTC, ASCE AWS, CWB, API, ACI.
  • Ability to travel and relocate as needed.

Base Compensation: $150,000/yr - $157,000/yr

(Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location)
