Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Emergency Management Specialist in Falls Church, VA, with occasional travel to other performance locations. 


*This position is contingent upon the award of a federal contract.


Performance will predominantly occur at the Defense Health Headquarters (DHHQ), supporting the Bureau of Medicine and Surgery, with additional locations near Portsmouth, VA; Jacksonville, FL; San Diego, CA; Camp Pendleton/Oceanside, CA; and Los Alamitos, CA. Work is expected to follow a 60/40 split between Government and Contractor sites at DHHQ, with remote work opportunities available subject to Government approval.


Key Responsibilities:

  • Support disaster operations including natural, manmade, and technological incidents, as well as DSCA, COOP, and NDMS activities.
  • Plan and participate in Department of War and other Federal agency full-scale exercises such as Ultimate Caduceus and Citadel Shield/Solid Curtain.
  • Utilize and maintain familiarity with FCC-related systems, including TRAC2ES, JPATS, GEO-Health Systems, and NDMS platforms.
  • Coordinate and evaluate Department of War/NDMS exercises (tabletop and full-scale).
  • Develop training materials, After-Action Reports (AARs), and Improvement Plans (IPs) in accordance with federal standards.
  • Apply knowledge across all phases of emergency management: Mitigation, Preparedness, Response, and Recovery.
  • Create, review, and revise policies, SOPs, and CONOPS.
  • Support DoD interagency coordination, policy development, and execution of action officer responsibilities.
  • Maintain databases and generate reports to support operational and strategic decision-making.
  • Coordinate meeting documentation, including minutes, action tracking, and partner engagement materials.
  • Coordinate resource management and logistics during incident response operations.


Requirements

Minimum Qualifications:

  • Bachelor's degree in a relevant field (Emergency Management, Homeland Security, Public Policy, or related discipline).
  • Minimum of 5 years of relevant professional experience; OR in lieu of degree, 10 years of progressively responsible experience.
  • Successful completion of the Federal Coordinating Center (FCC) Course within the last 3 years or willingness to enroll within 180 days upon onboarding.
  • U.S. Citizenship required.
  • Ability to obtain and maintain a Tier 3 security clearance with SECRET eligibility (required for FCC-related duties); or Tier 3 clearance (No Eligibility) for other functions.
  • Proficiency with Microsoft Office Suite and collaboration tools.
  • Excellent written and verbal communication skills.
Preferred Qualifications:
  • Direct experience supporting NDMS and FCC operations in a DoD environment.
  • Experience designing and evaluating large-scale federal emergency exercises.
  • Strong background in logistics and resource coordination during incident response.
  • Advanced data management, reporting, and analysis experience.
