Job description

Duties MISSION : Conducts operations in, from, and to space to deter conflict, defeat aggression, deliver space combat power for the Joint/Combined force, and defend U.S. vital interests with allies and partners. Purpose : Serves as a lead, subject matter expert, and action officer in the Joint Navigation Warfare Center (JNWC) supporting operational joint warfighting customers.

DUTIES: * Technical Expert (TE) for a combatant command (CCMD) focused Theater Navigation Warfare (NAVWAR) Coordination cell (TNWCC) or for planning and coordinating the NAVWAR portion of CCMD, Joint, and Service Command Post Exercises (CPXs), Field Training Exercises (FTXs), and Staff Exercises (STAFFEXs) * NAVWAR TE in the development of and/or participation in CPXs, FTXs, and/or STAFFESXs scenario development and execution throughout the Joint Event Life Cycle (JELC) process. * NAVWAR TE administering, coordinationg and eaxecuting the JNWC internal, external, and On-the-Job (OJT) training programs. Qualifications CONDITIONS OF EMPLOYMENT (Cont'd) * Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

* This This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade broadband NH II, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service (may have been obtained in the federal service, military, or private sector) . Examples of specialized experience includes specialized experience is described as: expert knowledge of NAVWAR and PNT applications to operations, with a basic understanding of the Electro-Magnetic Spectrum (EMS), Electro-Magnetic Interference (EMI), Electronic Attack (EA), Electronic Support (ES), and Electronic Protect (EP). Ability to analyze an operational environment and apply NAVWAR knowledge to current, future, and contingency operations to develop and present operationally-relevant options and solutions for Combatant commands (CCMDs), CCMD Components, Servies and Allies.

Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives.

Leadership and/or supervision effectively promotes commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * In-depth knowledge of Navigation Warfare (NAVWAR_, the Global Positioning System (GPS), and Positioning, Navigation and Timing (PNT) as it relates to current and future operations.

* Expert knowledge of Navigation Warfare (NAVWAR), and PNT applications to operations, with a basic understanding of the Electro-Magnetic Spectrum (EMS), Electro-Magnetic Interference (EMI), Electronic Attack (EA), Electronic Support (ES), and Electronic Protect (EP). Ability to analyze an operational environment and apply NAVWAR to knowledge to current, future, and contingency operations to develop and present operationally-relevant options and solutions for Combatant Commands (CCMDs), CCMD Components, Services and Allies. * Knowledge of US Government (USG) and Department of Defense (DoD) structure and operations, with emphasis on CCMD and Service structures, and CCMD theater operations.

Working knowledge of Allied commands/organizations. * Skilled in the ability to communicate effectively both oral and in writing; negotiate vague, dynamic, complex, and/or sensitive issues; and maintain good working relations. * Ability to utilize, and knowledge of, managerial/leadership skills, to lead, coordinate, and/or participate in, recurring and ad hoc Teams to recommend solutions to, or solve, dynamic, time-critical, and/or unique NAVWAR operational,intelligence, planning, and training problems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
