Overview

Emerge Solutions Group, LLC, is seeking a full-time Strategic Information Advisor to work with the US Department of Defense, Defense Health Agency/Department of Defense (DoD) HIV/AIDS Prevention Program (DHAPP) in San Diego, CA. DHAPP is a dynamic global HIV/AIDS program working to curb HIV/AIDS in the militaries of foreign countries and supports the U.S. Department of Defenseโ€™s contribution to the Presidentโ€™s Emergency Plan for AIDS Relief (PEPFAR).

The DHAPP program generates a very large quantity of data. This position requires complex data analytic tool skills to support data analysis, management, and visualization. The ideal candidate will be a member of the Strategic Information Branch and will support the collection, management, analysis, and use of strategic information data to monitor, manage, and improve DHAPP programs. The incumbent will provide in-person and virtual technical assistance and capacity development to DHAPP Headquarters and country-based staff, military partners, and implementing partners. International and domestic travel is required for this position. Veterans are encouraged to apply.

Duties and Responsibilities
  • Strategic Information Support: Provide Strategic Information Advisor (SIA) support to DHAPP, including supporting a portfolio of countries and managing additional SI activities such as writing Python and R code, and supporting internal data systems and data warehouses.
  • Data Management & Analytics: Access, manage, combine, clean, validate, analyze, and visualize data from multiple PEPFAR and DHAPP data systems for evaluation and reporting purposes.
  • Workstream Participation: Participate in DHAPP workstreams supporting headquarters and field-level program implementation and evaluation.
  • Policy & Strategy Input: Provide policy and technical input in the development of appropriate HIV SI strategies and serve as a contact point for SI matters related to US-partner military HIV/AIDS programs.
  • Stakeholder Coordination: Work with USG and implementing partners to execute the HIV/AIDS SI plan and assist DHAPP in coordinating SI in-country efforts with other donors and collaborators.
  • Technical Discussions: Participate in technical discussions with host-country government personnel on HIV/AIDS SI issues as appropriate.
  • Tool Development: Develop, modify, and maintain software, scripts, and analytical tools used to perform data analysis and generate routine and ad hoc reports.
  • Reporting & Documentation: Prepare briefing materials, technical reports, progress reports, correspondence, and other program documentation.
  • Decision Support: Conduct integrated analysis and collaborate with DHAPP and technical program participants to interpret and disseminate HIV-related data to facilitate decision making for PEPFAR and agency stakeholders.
  • Ad Hoc Requests: Respond to DHAPP Headquarters and in-country ad hoc data analysis requests, working with country teams and stakeholders to develop and interpret analyses, and presenting results in an easily understandable manner.
Qualifications and Requirements
  • Education: Masterโ€™s degree in Public Health, Computer Science, or a related field required; Bachelorโ€™s degree in Public Health, Computer Science, or related field required.
  • Experience: Minimum two (2) years of experience in international health, health sciences, HIV/AIDS programs, public health analytics, or related fields.
  • Government Support: Prior experience supporting a U.S. Government agency, military organization, or international health organization preferred.
  • Data Knowledge: Advanced knowledge of data management, analysis, monitoring, reporting, and evaluation methodologies is required.
  • Software Proficiency: Required proficiency and experience with advanced data software packages, including Python, R, Excel, and Tableau.
  • GIS Skills: Experience with Geographic Information System (GIS) software and spatial data analysis is preferred.
  • Communication: Excellent written and verbal communication skills, with the ability to prepare professional reports and technical correspondence with minimal editorial review.
  • Adaptability: Demonstrated flexibility and adaptability in responding to changing program requirements, timelines, and mission needs.
  • Travel: Willingness and ability to travel domestically and internationally as required (10 โ€“ 25%).
