Position Description

Experience in a healthcare environment is preferred, but candidates with IT sourcing, technology vendor management, or complex technical procurement backgrounds will find their skills highly transferable.
At the Harris County Office of the Purchasing Agent, Sourcing Directors lead critical strategic sourcing efforts for specialized categories, including those supporting Harris Health's clinical and operational needs. Supporting sourcing efforts for Harris Health ensures clinicians and staff have the tools, technology, and services they need to deliver exceptional care. This role combines strategic leadership, technical expertise, and public-sector impact.
About the Role
  • Reporting to the Assistant Purchasing Agent, the Sourcing Director leads assigned Sourcing Managers and develops strategic sourcing plans that deliver value, efficiency, and innovation.
  • This is a working leader role: you'll guide your team while also engaging directly in high value sourcing initiatives. You'll be expected to bring strong category knowledge, leadership confidence, and the ability to navigate fast moving stakeholder needs
  • Build and execute strategic sourcing plans that improve cost, quality, and overall value for internal customers.
  • Lead, coach, and develop a team of Sourcing Managers and Specialists, promoting accountability and high performance.
  • Oversee complex sourcing initiatives using competitive and non-competitive procurement methods.
  • Partner with stakeholders throughout Harris Health to understand needs and shape effective sourcing strategies.
  • Ensure compliance with Harris County and Harris Health procurement standards.
  • Drive continuous improvement in sourcing processes, team capabilities, and overall procurement outcomes.

Requirements
Education & Experience:
  • Master's Degree + 8 years' relevant experience OR
  • Bachelor's Degree + 10 years relevant experience OR
  • Associate Degree + 12 years relevant experience OR
  • High Diploma + 14 years relevant experience

Procurement certification:
  • NIGP-CPP, CPPO, CPSM, or equivalent certification required within 1 year of service.
