Summary
You will serve as a Naval Architect in the Dry Dock Certification Office, Code 1582 in the Infrastructure Revitalization and Readiness Division (Code 1580) of the Naval Shipyard Support Office (Code 1500) at the NORFOLK NAVAL SHIPYARD.

Help
  • You will be responsible for the administration of the "Safety Certification Program for Drydocking Facilities and Shipbuilding Ways for U.S. Navy Ships," MIL-STD-1625, which is the governing document for Drydock Certification.
  • You will be responsible for conducting maintenance program audits and other special instructions of drydocking facilities and shipbuilding ways.
  • You will identify technical errors, omissions and ensures compliance with military standards using good engineering practices and recommend corrective actions or the requirement for additional data from the facilities.
  • You will be responsible for the review of Facility Certification Reports and other documentation.
  • You will be responsible for providing support to NAVSEA headquarters, Fleet, and program offices in all drydocking matters.

Qualifications
GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Applying advanced principles and practices of naval architecture to investigate complex technical issues and provide expert consultative advice on the entire range of vessel design and construction activities.
  • Integrating knowledge of related engineering disciplines, specifically mechanical and electrical systems, to support comprehensive naval architecture projects and operations.
  • Overseeing, evaluating, or providing authoritative technical guidance on drydocking facilities, ship handling systems, and the execution of dry dock certification programs.
  • Serving as a primary technical spokesperson and subject matter expert to effectively communicate complex naval architecture strategies, findings, and expert advice to headquarters and field personnel.

GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Applying fundamental principles and practices of naval architecture to support the design, construction, modification, or repair of vessels.
  • Utilizing a working knowledge of related engineering disciplines, such as mechanical and electrical systems, to assist in resolving ship design or operational issues.
  • Assisting in the review, inspection, or evaluation of drydocking facilities and ship handling systems, including supporting dry dock certification activities.
  • Preparing technical reports, drawings, and briefings to effectively communicate engineering concepts, findings, and recommendations to project teams and field personnel.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
