CITY MANAGER

Job Description

Position Summary

The City Manager is the Chief Administrative Officer of the City of Vale and is appointed by and serves at the direction of the City Council, in accordance with the City Charter. The City Manager is responsible for the efficient, effective, and lawful administration of all City operations and municipal services. This position provides executive leadership, oversees City personnel and operations, implements policies established by the City Council, ensures regulatory compliance, safeguards public resources, and promotes effective customer service and organizational excellence.

The City Manager serves as the primary administrative liaison between the City Council, employees, regulatory agencies, community organizations, and the public.

Essential Duties and Responsibilities

Administration and Leadership

  • Direct, coordinate, and supervise the daily operations of all City departments and municipal services.
  • Appoint, supervise, evaluate, discipline, suspend, and recommend removal of employees as authorized by the City Charter, personnel policies, collective bargaining agreements, and applicable law.
  • Recommend qualified candidates for appointments requiring Council approval.
  • Develop organizational goals, operational priorities, and performance standards.
  • Ensure City operations are conducted efficiently, professionally, ethically, and in compliance with applicable laws and policies.
  • Investigate operational concerns, citizen complaints, and matters affecting City services.

Financial Administration

  • Work collaboratively with the Finance Officer to prepare and administer the City's annual budget.
  • Provide executive oversight of the adopted budget and monitor the City's financial condition.
  • Review and present monthly and annual financial reports to the City Council.
  • Recommend budget amendments, capital improvements, compensation plans, and financial policies.
  • Seek and administer grants and other funding opportunities that benefit the City.

City Council Support

  • Attend all City Council meetings unless excused.
  • Keep the Mayor and City Council informed of the City's financial condition, operational activities, regulatory compliance, and future needs.
  • Prepare reports, recommendations, ordinances, resolutions, and other materials for Council consideration.
  • Recommend policies and programs that promote the health, safety, welfare, and long-term interests of the community.

Operations and Infrastructure

Oversee and coordinate the delivery of municipal services, including:

  • Streets, sidewalks, storm drainage, snow removal, and public rights-of-way.
  • Water distribution, drinking water treatment, wastewater collection and treatment systems.
  • Solid waste and sanitation services.
  • Parks, recreation facilities, swimming pool, library, rodeo grounds, and other City-owned facilities.
  • Fleet, equipment, buildings, and infrastructure maintenance.
  • Police support services and coordination with emergency response agencies.

Regulatory Compliance

Ensure the City complies with all applicable federal, state, and local laws, permits, reporting requirements, and regulatory standards, including but not limited to:

  • Oregon Budget Law
  • Oregon Public Meetings and Public Records Laws
  • Oregon OSHA
  • Drinking Water and Wastewater regulations
  • Environmental permitting requirements
  • Public contracting laws
  • Labor and employment laws
  • FEMA and National Flood Insurance Program (NFIP) requirements

Monitor regulatory deadlines, coordinate corrective actions, and maintain compliance documentation.

Floodplain Administration

Serve as the City's designated Floodplain Administrator or ensure the duties of the position are performed in accordance with City ordinance and National Flood Insurance Program (NFIP) requirements.

Responsibilities include:

  • Administer and enforce the City's Flood Damage Prevention Ordinance.
  • Review floodplain development permits.
  • Maintain required FEMA and NFIP records.
  • Coordinate with FEMA, Oregon Department of Land Conservation and Development (DLCD), Oregon Department of Emergency Management (OEM), engineers, developers, and property owners.
  • Recommend ordinance updates necessary to maintain program compliance.

Emergency Management

  • Coordinate City operations during emergencies and disasters.
  • Maintain emergency response coordination with local, state, and federal agencies.
  • Ensure continuity of operations planning for City services.

Public Relations

Represent the City in a professional manner before residents, businesses, media, governmental agencies, and community organizations. Promote transparency, customer service, and positive working relationships.

Supervisory Responsibilities

The City Manager exercises direct supervision over City employees and departments unless otherwise provided by law or the City Charter.

Responsibilities include:

  • Employee supervision and performance evaluations.
  • Personnel administration.
  • Organizational development.
  • Training and professional development.
  • Workplace safety and risk management.
  • Labor relations and collective bargaining administration.

Minimum Qualifications

· Bachelor's degree in Public Administration, Business Administration, Political Science, Finance, Engineering, Planning, or a related field is preferred.

· Equivalent combinations of education, training, and progressively responsible municipal, public-sector, or executive management experience will be considered in lieu of a bachelor's degree.

· Demonstrated experience in organizational leadership, budgeting, personnel management, strategic planning, regulatory compliance, and public administration.

· Experience working collaboratively with elected officials, employees, regulatory agencies, labor organizations, and the public.

· Experience in grant administration, capital improvement planning, emergency management, infrastructure management, and economic development is desirable.

  • Any equivalent combination of education, training, certifications, and experience that demonstrates the knowledge, skills, and abilities necessary to perform the essential functions of the position may be considered.

Knowledge, Skills, and Abilities

Knowledge of:

  • Municipal government operations.
  • Oregon municipal laws and regulations.

  • Personnel management and labor relations.
  • Public works, utilities, infrastructure, and capital improvement planning.

  • Manage multiple priorities while maintaining professionalism and accountability.

Working Conditions

The City Manager is a full-time exempt employee who is expected to work the hours necessary to fulfill the responsibilities of the position. The City Manager must be available outside normal business hours, including evenings, weekends, and holidays, to attend meetings, respond to emergencies, and address operational needs.

Special Requirements

  • Possess and maintain a valid Oregon Driver License.
  • Successfully pass any required background investigation.
  • Serve as the City's designated Floodplain Administrator or obtain the training necessary to fulfill those responsibilities.
  • Complete Incident Command System (ICS) and National Incident Management System (NIMS) training within one year of employment, if not already certified.
  • Maintain professional certifications and continuing education necessary to effectively perform the duties of the position.
