For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States.

NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

Duties:

This role is instrumental in optimizing organizational efficiency and empowering staff by serving as a central administrative hub. The enrollee proactively manages critical logistical processes, ensuring seamless travel arrangements and financial compliance through expert use of the Agency travel system and CONCUR for authorizations and vouchers. By meticulously maintaining essential records, such as fleet documentation, and adeptly resolving operational issues via the customer service portal, this position safeguards valuable resources and minimizes disruptions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research.   • Travel reservations are appropriately placed in the Agency travel system and informs travelers in a timely manner on allowances and requirements. Accurately prepares authorizations and vouchers in CONCUR to obtain approval for outside funds or foreign travel as needed by Area/Agency. Understands the process to ensure Centrally Billed Account (CBA) is appropriately used and outside persons are in the National Finance Center (NFC) database for payment of travel. Enters and monitors information in ATIS.    30%
  • Enters incoming fund requests (IFR) for authorization to apply for funds from outside sources. Assists RL and AO in the preparation of annual reports by monitoring due dates and obtaining required information to complete reports. Maintains a manuscript file to document that all reviews and clearances have been met. Performs assigned quarterly reviews of the ARS-115 records to identify and request missing information from the SYs in a timely manner.    20%
  • As directed by the monitor, enters data into CATS; including, travel, training, and purchase card purchases. Files monthly vehicle inspections, drivers log, and receipts provided by the Fleet Manager and/or assigned drivers.    20%
  • Utilizes the customer service portal to create ticket requests as required, uploading mandatory documents at the moment of creation. These tickets may include but are not limited to WEX pin requests/terminations, travel profile creation/termination, and account upload in CONCUR.   20%
  • Enter and monitor information in the Agricultural Research Information System (ARIS). Enters into the Agreement Information Management System (AIMS), AD-416/417 research projects (new, revisions, corrections, updates, and/or expirations), post doc applications, foreign travel documents including trip reports, ARS-115s, invention disclosures. Prepares and monitors fund transfers.    10%
