Position Overview

Chartis Federal is seeking a detail-oriented federal HR professional to support the records, personnel actions, and pay-processing activities that keep the U.S. Coast Guard civilian workforce running smoothly. This role is well suited to someone who understands that accurate service computation dates, complete personnel records, and correctly processed actions directly affect employees and agency operations.


This position is contingent upon contract award.


Duties and Responsibilities

  • Review Official Personnel Folders (OPFs) and related records to validate Service Computation Dates (SCDs) and complete supporting calculations.
  • Independently code and process personnel actions in accordance with OPM's Guide to Processing Personnel Actions.
  • Process transactions and support problem resolution involving personnel and pay actions in EmpowHR and National Finance Center (NFC) systems.
  • Maintain accurate hard-copy and electronic case files, scan and index documents, enter data, and extract information for reporting.
  • Coordinate with HR specialists on Requests for Personnel Actions (RPAs), case documentation, and required follow-up.
  • Research basic federal HR policies, procedures, precedent, and case materials to support accurate case processing.
  • Safeguard sensitive personnel information and complete all work within client-secured systems using Government-Furnished Equipment (GFE).
  • Meet established quality and timeliness standards for personnel actions, SCD calculations, file updates, and database entries.
Requirements:
  • At least four years of experience providing federal HR support comparable to the services described above.
  • Working knowledge of EmpowHR and National Finance Center (NFC) systems.
  • Demonstrated skill independently coding and processing federal personnel actions in accordance with OPM guidance.
  • Experience reviewing personnel records, calculating or validating SCDs, and maintaining accurate HR case files.
  • Strong attention to detail, organization, judgment, and follow-through in a high-volume environment.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.
  • Ability to read, write, speak, and understand English fluently.
  • Ability to successfully complete a Tier 1 background investigation and obtain and maintain the required Public Trust determination and Common Access Card (CAC). No Secret or higher-level clearance is required.
