Position Overview
We are seeking a civil engineering professional to join our growing team based in Barnegat, NJ. This role is ideal for a candidate with 2-5 years of experience who is interested in public-sector work and wants to continue building a long-term career through meaningful project responsibility, mentorship, and a clear path toward advancement.
In this role, you'll contribute to a wide range of municipal engineering disciplines, including transportation, water and wastewater, stormwater, and infrastructure, while gaining deeper involvement in how projects move from planning and review through design, permitting, construction, and completion.
Responsibilities
Municipal Review & Technical Analysis
โ€ข Review site plans, subdivision and land development applications, and capital improvement projects for compliance with municipal ordinances, engineering standards, and applicable regulations
โ€ข Prepare technical review letters, engineering reports, and written recommendations for municipal clients, boards, and internal teams
โ€ข Support and, as appropriate, participate in planning board and zoning board meetings, responding to engineering comments and coordinating with applicants and stakeholders
โ€ข Apply engineering judgment to evaluate drainage, grading, roadway, utility, and stormwater components of development and public infrastructure projects
Engineering & Design
โ€ข Prepare and contribute to the design of municipal infrastructure improvements, including roadway, drainage, utility, and site-related projects
โ€ข Assist in the development of plans, specifications, cost estimates, and supporting technical documentation for municipal capital improvement projects
โ€ข Perform engineering calculations and analysis related to grading, drainage, stormwater management, utility systems, and roadway design
โ€ข Coordinate with internal disciplines and external agencies to support project delivery and regulatory compliance
Construction Administration
โ€ข Support construction-phase services for municipal projects, including submittal review, RFIs, field observations, contractor coordination, and documentation of field conditions
โ€ข Assist in evaluating field issues and recommending practical solutions in coordination with senior engineers and municipal clients
โ€ข Contribute to project closeout activities and help ensure construction aligns with approved plans and specifications
Team Collaboration & Development
โ€ข Work closely with experienced engineers and municipal professionals in a collaborative environment that supports continued technical and professional growth
โ€ข Take increasing ownership of assignments while receiving mentorship aligned with Artheon's commitment to internal advancement and PE-track development

Qualifications
โ€ข Bachelor's degree in Civil Engineering or a related field
โ€ข 2-5 years of relevant experience in civil, municipal, or site/infrastructure engineering
โ€ข Engineer-in-Training (EIT) certification required
โ€ข Demonstrated progress toward Professional Engineer (PE) licensure, with the goal of obtaining licensure within approximately 6-12 months
โ€ข Strong written and verbal communication skills, including comfort participating in or supporting public meetings and municipal coordination
โ€ข Ability to manage multiple assignments, work collaboratively, and contribute effectively in a client-service environment
โ€ข Commitment to municipal engineering work and willingness to work from and commit to the Barnegat, NJ office
Preferred Qualifications
โ€ข Experience reviewing or designing projects involving municipal infrastructure, transportation, stormwater, water/wastewater, or land development
โ€ข Familiarity with municipal ordinances, board review processes, and public-sector project delivery
โ€ข Experience with AutoCAD Civil 3D or similar engineering software
โ€ข Working knowledge of NJDEP, NJDOT, and/or local municipal standards and permitting processes
