Reports to: Assistant General Counsel โ€“ Privacy, AI, and Data Governance

Why Join Omnicell?

Omnicell is building its enterprise data governance program and we are looking for a Manager, Data Governance to join our Legal Department and help define how data is managed, trusted, and used across the company.

You will develop the standards and policies that govern how data is managed across its lifecycle, establish a data use program with clear quality standards, and design a de-identification program that complies with HIPAA requirements to enable responsible analytics and research. This role turns governance requirements into practical, adoptable processes and controls, so that data across Omnicell is accurate, trusted, and used in accordance with applicable law and internal policy.

What Youโ€™ll Do (Key Responsibilities)
  • Primary Impact โ€“ Make data across Omnicell accurate, trusted, and used in accordance with applicable law and internal policy, so that business, analytics, and research teams can move quickly on a foundation they can rely on.
  • Standards and policy โ€“ Develop, implement, and maintain Omnicellโ€™s data governance standards, policies, and procedures across the data lifecycle, aligned with business objectives and applicable regulatory requirements
  • Operational adoption โ€“ Translate governance requirements into practical processes and controls that operational teams can readily adopt
  • Data use program โ€“ Establish a formal data use program that defines how data may be accessed, used, and shared, with clear quality standards, approval workflows, and accountability
  • Data quality management โ€“ Define, monitor, and report on data quality standards, metrics, and KPIs โ€” such as accuracy, completeness, and consistency โ€” and partner with data owners and stewards to identify root causes and drive remediation
  • HIPAA de-identification โ€“ Design and operate a de-identification program that complies with HIPAA requirements, including the Safe Harbor and Expert Determination methods, to enable de-identified analytics and research while protecting PHI
  • Ownership and stewardship โ€“ Define data ownership and stewardship models, assigning clear roles and responsibilities across business and technical teams
  • Governance artifacts โ€“ Establish and maintain governance artifacts and documentation, including policies, standards, a business glossary, data dictionaries, metadata, and data lineage
  • Risk assessment and remediation โ€“ Conduct data risk assessments and manage remediation plans for data quality, governance, and compliance issues
  • Cross-functional alignment โ€“ Partner with Privacy, Legal, Enterprise Security, Quality, and IT to align data practices with applicable law and contractual obligations
  • Reporting and continuous improvement โ€“ Provide regular reporting on data quality, policy adoption, and exceptions to data and privacy leadership, and drive continuous improvement through training, process change, and escalation
  • Data literacy and stewardship culture โ€“ Foster a culture of data stewardship and data literacy through guidance, enablement, and training across the organization
Minimum Qualifications

Who You Are (Qualifications & Skills)

  • 7+ years of experience in data governance, data management, or a related discipline
  • Proven experience developing and implementing data governance frameworks, policies, and standards
  • Experience establishing or operating data quality standards, metrics, and monitoring mechanisms
  • Strong command of data governance principles, frameworks, and best practices, such as DAMA-DMBOK
  • Practical knowledge of data quality concepts, metadata management, and data lineage principles
  • Working knowledge of HIPAA de-identification standards, including the Safe Harbor and Expert Determination methods
  • Familiarity with HIPAA/HITECH, CCPA/CPRA, and how they shape data use, data sharing, and governance
  • The ability to translate governance requirements into practical, adoptable processes and controls
  • Strong stakeholder management skills, with the ability to influence senior and cross-functional teams without direct authority
  • An analytical mindset, with the ability to interpret data models and use basic querying to validate governance outcomes
  • Excellent written and verbal communication skills, with the ability to produce clear governance documentation
  • Strong project management skills, with the ability to set priorities and manage competing demands, and a collaborative, solutions-oriented approach with sharp attention to detail
Preferred Qualifications
  • Bachelorโ€™s degree in information management, data management, computer science, business administration, or a related field, or equivalent experience
  • Advanced degree or relevant certification, such as CDMP, CIPP/US, CIPM, or CHPC
  • Experience in healthcare, medical device, or another HIPAA-regulated environment
  • Hands-on experience designing or operating a HIPAA de-identification program, including Expert Determination
  • Experience supporting de-identified analytics, research data environments, or a governed data lake

  • Experience supporting global or cross-regional data programs, including GDPR
Work Conditions
