Job description

ABOUT THE POSITION The Clark County Department of Environment and Sustainability is seeking qualified candidates to apply for the Air Quality Modeler This Air Quality Modeler position falls within the department's Planning section. This role will work among professional and technical support staff involved with air quality planning. This team member will utilize emissions inventories, utilize sophisticated air quality models, and will be responsible for managing modeling software and related data.

The Air Quality Modeler will support state implementation planning and periodic reporting to EPA, help to oversee the permit/dispersion modeling program, and contribute to the overall effectiveness of the Planning section. The position will assist with air quality research, meteorological, and emissions inventory applications. Employees will also get cross-trained in other areas, and will participate in various departmental projects.

MINIMUM REQUIREMENTS Education and Experience: Bachelor's degree from an accredited college or university with major course work in engineering, natural or physical science, environmental studies, public/environmental health, or a related field, AND four (4) years of full-time professional level experience in air quality management or a directly related field. Must have computer skills to develop/administer air quality models.

Equivalent combination of experience and/or education may be considered. All qualifying education and each experience must be clearly documented in the "Education" and "Work Experience" sections of the application. Licensing and Certification: Possess a valid Nevada Class C driver's license at time of appointment. Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

Medical Examination:Employment is contingent upon the results of a physical examination performed by our examining physician.

Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug screening. EXAMPLES OF DUTIES Plans, organizes and completes air quality modeling for mobile, stationary source, SIP and other activities to meet department needs and deadlines. Performs complex computer modeling emissions inventory and database tasks requiring advanced level computer skills.

Conducts mobile source, other man-made and natural sources emissions modeling to assist in SIP development. Conducts the SIP modeling as needed to demonstrate attainment. Identifies data and studies needed to track air shed status for each criteria air pollutant in accordance with federal, state and local requirements.

Inventories and maintains documentation of baseline and increment consumption for each air pollutant in each air shed. Reviews and verifies data, model use, model runs and interpretation of modeling results submitted with air permit applications for applicability, reasonableness, anomalies, and approvability based on applicable federal, state and local requirements. Performs site visits as part of the review and verification process.

Determines analytical techniques and data gathering processes and obtains required information for analysis. Analyzes and makes recommendations regarding policy and procedure development and implementation associated with air quality modeling. Maintains accurate records and files related to the areas of assignment.

Prepares a variety of technical, statistical, and narrative reports, correspondence and other written materials; completes informational surveys; prepares and submits reports to various regulatory agencies. Provides direction, training, and work review to professional and/or technical staff on an air quality modeling project basis. Coordinates and performs research, administrative, and technical activities necessary to achieve project objectives or interpretive mapping results.

Drives a motor vehicle to attend meetings and inspect property sites. Assists in the planning and development of departmental and/or divisional internal policies and procedures. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.

May be assigned to coordinate activities for specific projects and/or programs. Conducts various complex research studies; prepares reports and makes recommendations. Uses standard office equipment, including a computer, in the course of the work.

Attends meetings and other departmental functions. Performs special assignments and projects. PHYSICAL DEMANDS Mobility to work in a typical office setting, use standard office equipment and to drive a motor vehicle in order to visit various job sites; strength and stamina to conduct various investigations at commercial and residential sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
