Position Summary
Performs basic responsibilities by maintaining all real, residential and commercial, and personal (mobile homes and business personal) property information for the county in both paper format and database management; verifying and processing sales disclosures; answering questions and solving issues with the public on the phone and in person at the counter. Responsibilities also include gathering all field information for sales, permits, reassessments and general purposes; reviewing data on GIS (Geographical Information System) for consistency and accuracy; entering data; and performs related work as apparent or assigned.
ESSENTIAL FUNCTIONS
Maintains all real, residential and commercial property valuations; verifies and enters data information into the database; takes information from Plat Mapping and makes the required parcel splits or combinations; distributes the appropriate land and improvements from these splits and combinations.
Communicates with mobile home owners and/or mobile home park owners to ensure the most accurate information; gathers information to ensure taxes are paid before a transfer can be made; communicates with the Treasurer and Auditor offices to ensure accurate information.
Communicates with business owners or representatives; possesses a thorough understanding with the accounting forms which must be submitted; verifies and analyzes all form information; ensures all information and calculations balance; communicates with the Auditor any fees or penalties.
Assists tax payers and title companies with filling out sales disclosures; verifies all information is correct; fills in the appropriate information from the database; directs the submitter to the appropriate office or indicates the information still needed.
Responds to the public at the counter or on the phone concerning any valuation questions; looks at software from other offices; directs them to any other office when necessary.
Maintains all county Mobile Homes valuations; notifies all Mobile Home Owners of their requirements to file.
Maintains all county Business Personal Property valuations; notifies all businesses of their requirements to file.
MINIMUM QUALIFICATIONS
High school diploma or GED and relatable experience.
Ability to meet all employer and Department hiring requirements, including passage of a drug test.
Thorough knowledge of Indiana tax law, real estate assessment/appraisal techniques, and proper filing of tax forms, and ability to read and understand legal codes and apply Indiana real property assessment guidelines established by the Department of Local Government Finance (DLGF).
Working knowledge of standard office procedures and computer programs used by the department and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.
Ability to effectively communicate orally and in writing with co-workers, other County departments, realtors, PTABOA, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
Ability to provide public access to or maintain confidentiality of department records and information according to state requirements.
Ability to occasionally apply knowledge of people and/or locations, and plan and layout assigned work projects.
Ability to perform arithmetic calculations, and compute/calculate taxes and/or assessments.
Ability to read and interpret detailed prints, sketches, layouts, specifications, and maps.

Supplemental Information
Incumbent performs duties according to established Department policies and procedures with priorities primarily determined by service needs of the public and seasonal deadlines.
Assignments and objectives are set jointly by incumbent and supervisor by following standard operating procedures. On rare occasions, decisions are made in the absence of specific policies and procedures, and/or guidance from supervisor. Work errors are primarily detected or prevented through legally defined procedures and notification from other departments, agencies or the public. Undetected errors could result in loss of money to other agencies or the public and work delays in other departments or agencies.
Incumbent maintains frequent contact with co-workers, other County departments, and the public for the purpose of exchanging information, rendering services, and resolving discrepancies.
Incumbent reports directly to County Assessor and/or Chief Deputy.
Incumbent performs duties in a standard office environment, involving sitting/walking at will, sitting for long periods, lifting/carrying objects weighing less than 25 pounds, bending, reaching, keyboarding, close/far vision, depth perception, speaking clearly, and hearing sounds/communication. Incumbent travels out of town for continuing education, but not overnight.
