Role and Responsibilities Overview
The Director of Compliance & Leasing plays a critical leadership role in ensuring the organization operates in full alignment with federal, state, and local affordable housing regulations while supporting leasing, recertification, and resident-facing teams.
This role is responsible for overseeing all compliance, rental, and certification activities across a complex, highly regulated housing portfolio. You will serve as a subject matter expert and strategic partner-guiding teams through audits, regulatory changes, and operational challenges while building scalable processes, training programs, and controls.
Success in this role means properties remain audit-ready, staff are well-trained and confident in execution, agencies view the organization as a trusted partner, and residents experience fair, compliant, and consistent housing practices.
Compliance Leadership & Oversight
  • Serve as Fair Housing and Section 504 Administrator
  • Provide regulatory guidance across Local, State, and Federal programs, including Project-Based Section 8, LIHTC, Mitchell Lama, HFA, and related NYC programs
  • Oversee leasing, rental, recertification, and certification activities to ensure full regulatory compliance
  • Conduct and respond to agency audits, file reviews, and requests from HUD, HCR, HPD, Human Rights Commissions, CGI, and other agencies
  • Prepare and review responses to management, tenant, and agency file reviews
  • Monitor gross rent change approvals and implementation

Program Development & Process Improvement
  • Develop, enhance, and maintain SOPs, policies, and procedures (e.g., Fair Housing, Section 504
  • Draft and implement department restructure plans, training programs, and learning modules for leasing and recertification staff, Tenant & Employee Grievance Procedures, Performance Improvement Plans)
  • Research, interpret, abstract, and disseminate regulatory updates and housing program requirements
  • Identify operational gaps and recommend process improvements to increase efficiency and reduce risk
  • Provide feedback on housing software, third-party compliance vendors, and consultants

Team Leadership & Cross-Functional Partnership
  • Provide oversight and guidance to Rental and Recertification teams, including Managers, Assistants, Quality Assurance staff, and Directors
  • Delegate work, assess capacity, and support staff development and performance improvement
  • Partner with accounting, collections, legal, and operations teams to resolve compliance-related issues
  • Attend routine leadership and departmental meetings; share updates and guidance with teams
  • Represent the organization professionally with agencies, partners, and external stakeholders

Fair Housing & Reasonable Accommodations
  • Monitor and guide processing of Fair Housing and Reasonable Accommodation requests
  • Oversee unit transfer and reasonable accommodation transfer processes
  • Train and support staff on tracking, documentation, and response requirements
  • Assist with and respond to complaints from regulatory agencies as needed

Qualifications
  • Deep experience working within regulated affordable housing environments
  • Strong understanding of Fair Housing, Section 504, leasing, recertification, and audit readiness
  • Proven ability to interpret regulations and translate them into actionable guidance for teams
  • Experience leading, developing, and restructuring operational teams
  • Strong judgment, discretion, and ability to manage confidential information
  • Excellent organizational, analytical, and project management skills
  • Ability to manage competing priorities, meet deadlines, and coordinate complex situations
  • Comfort traveling across NYC boroughs as needed

Education & Experience
  • Demonstrated senior-level experience in affordable housing programs such as Section 8, Section 236, LIHTC, HFA, and Mitchell Lama housing
  • Professional certifications such as COS, LIHTC Certification, Assisted Housing Manager, AFHMP strongly preferred
  • Experience with lease-ups, re-rentals, recertifications, and re-marketing
  • Familiarity with housing software such as Yardi or RealPage
  • Proficiency in Microsoft Office and internet-based tools
  • Bachelor's degree or Equivalent experience

Work Environment & Physical Requirement
  • Ability to handle tenant files and documentation (up to 10 lbs)
  • Ability to work in office environments and travel between properties
