Job Description
MILCON Program Manager
***This position requires an active NACI clearance or the ability to obtain a NACI clearance to be considered. ***
Candidate will be a senior advisor to Cherokee and the Air Force's management of large construction projects throughout the Pacific ($10M - $500M). We work side-by-side at Air Force headquarters in the Pacific providing engineering and infrastructure support to ensure the client obtains the facilities required for the mission within budget and on schedule. Facilities include aircraft pavements, operations planning space, hangars, maintenance, and other support facilities in Japan, Korea, Guam, Alaska, and other locations. Tasks may include working with NAVFAC/USACE as the agent to guide the design process, leading planning or design charrettes, working closely with Branch Chiefs to implement day-to-day priorities, and preparing issue papers for senior-level approval. Proactive engagement is essential. The ideal candidate may also act as the senior on-site point of contact and mentor for Cherokee staff. The position is on-site at Hickam AFB.
Compensation & Benefits:
Estimated Starting Salary Range for MILCON Program Manager: $150,000 - $170,000
Pay commensurate with experience.

MILCON Program Manager Responsibilities Include:
  • Support the development and execution of MILCON projects as an integral part of headquarters-level Air Force execution team working closely with mission planners, facility users, the design and construction agent (USACE/NAVFAC), engineering subject matter experts (SMEs), and installation personnel.
  • Assist other project managers in executing project requirements; provide mentorship and guidance.
  • Work closely with Branch Chiefs and leadership to identify and implement execution strategies and manage day to day taskings.
  • Review/analyze UFCs, AFIs, and other guidance documents applicable to design and construction of vertical and horizontal facilities.
  • Prepare and submit regular reports on project status, milestones, and financial performance.
  • Perform other job-related duties as assigned.

MILCON Program Manager Experience, Education, Skills, Abilities requested:
  • Bachelor's Degree in relevant field (in some cases experience may be substituted for the degree requirement); engineering or similar technical degree preferred.
  • At least five years of relevant experience working with US military/Department of War (DoW) facilities and requirements (preferably with US Air Force facilities).
  • Experience at a US military headquarters-level organization.
  • Specific knowledge of DoW Military Construction (MILCON) processes.
  • Ability to manage multiple, simultaneous, complex facility design/construction projects.
  • Track record of working collaboratively with clients/customers to identify and proactively resolve project issues.
  • Experience with all phases of DoW facility development (planning, programming, design, acquisition, construction, closeout) including the role of Architectural & Engineering (A&E) contracts preferred.
  • Experience using cost estimating and scheduling tools (e.g., Primavera and MS Project) is a plus.
  • Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities.
  • Excellent English communication.
  • Excellent computer skills.
  • Must pass pre-employment qualifications of Cherokee Federal
