Job description

MELE Associates, Inc. is seeking to add an experienced Subject Matter Expert Budget Project Management to support the National Nuclear Security Administration (NNSA) in the execution of its mission, including providing technical, programmatic management, environmental planning and logistics support services. This full-time on-site position is contingent upon contract award.

Essential Functions:

  • Provide the technical expertise to assess Technology Readiness Levels (TRLs), Manufacturing Readiness Levels (MRLs), Phase 6.x Process, relevant DOE Orders (e.g., 413.3B “Program and Project Management (PM) for the Acquisition of Capital Assets), Federal/DOE Planning, Programming, Budgeting and Execution Processes (PPBEs).
  • Integration support activities including assessing and recommending workflow processes to distinguish between the activities required to manage NNSA-HQ activities with those required to manage projects in the field. As directed, providing a liaison between NNSA Offices/Programs, other department offices and outside organizations.
  • Track progression of line-item construction projects through such programs as Facilities Info Management Systems, G2, and iManage.
  • Construct spend plans and submit work authorizations.
  • Prepare monthly budget reports and track key milestones.
  • Develop Program/Project Execution Plans.
  • Develop and implement appropriate project management control systems.
  • Evaluate technology options and conduct analysis of alternatives (AOAs).
  • Support routine and ad hoc program/project reviews (e.g., Integrated Baseline Reviews, Quarterly Program Reviews, Product Realization Teams).
  • Develop technical reports, management briefings, etc.
  • Provide support and recommendations in conducting Stockpile Emergency Verification (SEVs); Logistics, Accounting, Planning, & Scheduling (LAPS-A) database upgrades
  • Travel to provide programmatic support to technical interchanges and program meetings as required.

Minimum Qualifications:

  •  Current, active DOE Q Clearance/Top Secret Clearance with ability to acquire SCI.
  • PhD from an accredited university or college.
  • Project Management Professional (PMP) certification
  • Minimum 25 (25) years of government experience, including a minimum of seven (7) years of experience with NA-10/DP.
  • Superior communication, organizational, interpersonal, and writing skills.

This position is contingent upon contract award.

LOCATION: This is a full-time on-site position in Washington, DC  20585, Germantown, MD 20874 or Albuquerque, NM 87123 USA

SALARY: Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.  The salary range for this position is $260-270K.
