QUALIFICATIONS:
  • Bachelor's Degree- in a clinical laboratory sciences field
  • MT (ASCP) or equivalent
  • 5+ years management experience in a clinical laboratory setting required

Summary:
In collaboration with Medical Director, is responsible for effective and efficient management of laboratory services, including pre-analytical Central Processing workflows, clinical chemistry, hematology, flow cytometry, and point of care testing as well as other laboratory disciplines for which testing may become amenable to automated processes. Ensure quality service that meets CLIA, CAP, JCAHO and other regulatory requirements, as well as the needs of internal and external clients. Oversee departmental performance improvement, quality control and assurance activities, staff education and development, and maintain effective interdepartmental working relationships and communication. Develop and maintain a positive, effective work environment for staff. Provide technical expertise and consultation to health care providers and other contacts as well as to Baystate Franklin, Baystate Noble and Baystate Wing laboratories.
Job Requirements:
1- Personnel Management: responsible for performance evaluations, scheduling, orientation, training, staff development and education, recruitment, timesheets, promotions, transfers, disciplinary action, termination and similar actions. Within scope of authority, in collaboration with Human Resource business partner, resolves grievances and personnel problems. Investigates and resolves complaints. Actively supports "employer of choice" and employee engagement concepts in order to ensure a positive work environment. Must embody the Baystate Health Operating Principles.
2- Technical Operations: In collaboration with Medical Directors, develop and maintain policies and procedures that meet all regulatory requirements. Ensure accurate, timely and appropriate performance of pre-analytical workflows and clinical testing. Introduce new tests, instrumentation and method improvements as required/directed by Medical Director and/or Laboratory Senior Director. Oversee evaluation and selection of equipment, make recommendations for equipment acquisitions and collaborate with Laboratory Senior Director and Materials Management staff in contract evaluation and negotiations for equipment and supplies. Serve as a resource to health care providers regarding resolution of unusual findings, interpretation of test results and recommendations for testing.
3- Establish and maintain a system level Quality Program for oversite departments to meet or exceed standards and regulations utilizing CAP, DPH and JCAHO requirements as a benchmark, ensuring, with community hospital managers, compliant policies and procedures across all BH laboratories. Maintain a system that educates staff, monitors performance against standards and strives for continuous improvement. Employ LEAN techniques as appropriate.
4- Work with Medical Directors to ensure only medically necessary and clinically relevant testing is offered and performed. Work with laboratory management across BH to ensure collaboration, standardization, integration and oversight (where appropriate) of related services across the health system. Collaborate with Senior Management and Laboratory Senior Director in support of strategic planning.
5- Financial Management: responsible for service operation within budgetary guidelines. Monitor financial performance on regular basis or as required. Prepare annual budget and proposals for capital equipment and new programs. Maintain Charge Description Master and appropriate CPT coding for all test procedures.
6- Work with management team to implement strategies that develop and maintain a competent, motivated and productive staff capable of meeting short and long term goals
7- Observe all health and safety requirements along with the laboratory safety officer.
8- Adhere to all BH system and departmental compliance policies and any applicable laws and regulations
9- Ensure that patient and employee safety and confidentiality are maintained. Maintain confidentiality of sensitive business information
10- Practices the BHS values of trust, respect, integrity, communication and collaboration.
Minimally Required Education
Bachelor's Degree- in a clinical laboratory sciences field
Certifications Required
MT (ASCP) or equivalent
Minimally Required Experience:
5+ years management experience in a clinical laboratory setting required
Skills/Competencies:
Experience in management of complex, automated testing systems. Experience and successful record of personnel management. High level of skill in working with computerized systems and software. Strong analytical skills and high level of knowledge in laboratory science. Ability to oversee and support troubleshooting and investigation of quality and other performance issues. Excellent written and verbal communication skills. Must have demonstrated knowledge of laboratory science discipline: includes test theory, normal and abnormal values, function of automated and computerized equipment in area, excellent written and verbal communication skills, computer and software skills: Word and EXCEL.
