Job description

The Manager, Adult Education & Workforce Programs is a program leader responsible for strategic oversight, integration, and performance of adult education and workforce development initiatives. This role bridges instructional excellence (ESL, ABE, HSE/GED), workforce and employer engagement, and grant-funded program administration. The Manager leads cross-functional teams to deliver high-quality, compliant, and outcomes-driven services that advance student persistence, credential attainment, and employment outcomes. 

This position is ideal for an experienced administrator and adult educator with demonstrated expertise in ESL and GED instruction, workforce development, employer engagement, and grant writing. The Manager applies adult learning theory, continuous quality improvement (CQI), and data-driven decision-making to scale impact across multiple funding streams and community sites.

Essential Functions

  • Provide strategic leadership and daily oversight of Adult Education & Literacy (AEL) programs, including ESL, GED/HSE, digital literacy, and workforce-integrated services.
  • Supervise instructional staff and ensure high-quality curriculum, assessment integrity, and evidence-based teaching practices.
  • Oversee program design, implementation, performance management, and continuous improvement across multiple sites.
  • Oversee data systems (TEAMS, Salesforce, LMS) and use performance metrics to drive results.
  • Build and maintain strong partnerships with employers, workforce boards, colleges, and community stakeholders.
  • Integrate work-based learning, IET models, and career pathway alignment into academic programming.
  • Manage grants, budgets, compliance, and reporting in accordance with federal, state, and funder requirements.
  • Monitor data systems and use performance metrics to drive strategy, accountability, and outcomes.
  • Represent Adult Education in leadership settings and model equity-centered, culturally competent leadership.
  • Lead and support grant writing, proposal development, and budget planning for public and philanthropic funding.
  • Oversee grant compliance, deliverables, reporting, and budget management.
  • Collaborate with finance and development teams to ensure fiscal integrity and track performance outcomes.
