Position Overview 

Are you passionate about designing data systems that strengthen mission readiness, operational visibility, and decision-making across complex federal health logistics environments?

Ripple Effect is seeking an experienced Defense Medical Data Architect to support the Defense Health Agency (DHA) Medical Logistics (MEDLOG) Directorate. This senior technical role serves as a key architect and technical lead for designing, modernizing, and sustaining enterprise data architectures, analytics platforms, and AI-enabled solutions supporting military medical logistics. The architect will lead data modernization efforts, oversee advanced analytics and application development, ensure compliance with DoD and DHA standards, and serve as a trusted liaison between government stakeholders and delivery teams, combining architectural leadership with hands-on delivery and transition support.

Responsibilities

  • Data Architecture & Modernization: Design and implement scalable, enterprise data architectures supporting military medical logistics programs including the designing of data models and repositories to replace legacy Excel workflows and integrate disparate data sources including DML-ES, JMAR/LogiCole, BCS, and MIP
  • Technical Execution & Solution Delivery: Lead development and sustainment of analytics platforms, operational tools, dashboards, and process automation solutions. Resolve production issues, optimize data pipelines, improve dashboard performance/refresh cycles, and standardize workflows to ensure stability, scalability and usability of analytical assets.
  • Application Development & Process Automation: Design and sustain mission-critical applications and automation capabilities while delivering business friendly reporting tools, system-generated documents and visual mapping solutions.
  • Analytics & Decision Support: Lead the development of descriptive, predictive, and strategic analytics solutions to support logistics planning, inventory management, and financial forecasting.
  • AI Capability Design & Integration: Design secure, compliant and scalable architectures for AI‑enabled MEDLOG missions while ensuring alignment with DoD and DHA AI governance requirements.
  • Communication & Stakeholder Engagement: Serve as the technical liaison between government stakeholders and delivery teams by leading technical discussions, validating requirements, presenting solutions, and ensuring alignment on scope, risks, and solution feasibility throughout the project lifecycle.
  • Training & Knowledge Transfer: Develop and execute training programs to improve MEDLOG data literacy by creating training materials, supporting hands‑on learning and mentorship, and maintaining documentation to ensure long‑term sustainability.
  • Quality, Compliance & Transition: Ensure deliverables meet quality, security, and contractual requirements by overseeing documentation, access controls, and data governance, and by planning and executing transition and handoff to government personnel.

Requirements

Minimum Education & Experience

  • Bachelor’s degree in Data Science, Computer Science, Logistics, Information Systems, or a related field; Master’s degree preferred 
  • Minimum of eight (8) years of experience in data architecture, data engineering, analytics, or software development
  • At least three (3) years of experience leading technical projects or teams with demonstrated experience delivering analytics products and dashboards for federal agencies.
  • Minimum of four (4) years supporting military medical logistics or federal health data environments 

Basic Requirements

  • Demonstrated expertise in DML‑ES, JMAR/LogiCole, and DMLSS systems, including data schemas, logistics workflows, and Class VIII procurement, usage, and inventory data.
  • Experience designing enterprise data architectures, data models, and integrated repositories across multiple systems.
  • Proficiency in Tableau Prep, Tableau Desktop, and Microsoft Power BI, with experience developing and sustaining dashboards and analytics products.
  • Proficiency in Python, SQL, database design, and data integration supporting analytics, automation, and operational tools.
  • Experience delivering and sustaining analytics platforms, dashboards, and operational reporting solutions in complex environments.
  • Strong project management, documentation, and stakeholder communication skills.
  • Intermediate experience with office productivity software such as Office 365 including Word, PowerPoint, Excel and Outlook.

  • Experience modernizing legacy Excel‑based workflows into scalable enterprise data solutions supporting logistics, supply chain, readiness, or financial reporting.
  • Experience designing AI‑enabled analytics and decision‑support systems in compliance with DoD standards, including hands‑on use of generative AI platforms and enterprise AI tools.
  • Knowledge of data security, access controls, and governance within federal or DoD environments.
  • Ability to mentor technical staff and government personnel on analytics best practices and data literacy.
