LCAT: ANALYST III
GovSG is looking or a skilled and motivated Senior Electromagnetic Spectrum Manager/Analyst to support the Missile Defense Agency (MDA) Spectrum Management Office (SMO) within the Office of the Chief Engineer. This role focuses on advancing mission-critical initiatives through comprehensive spectrum lifecycle management—including system certification, frequency authorization, interference resolution, and global deployment coordination.
This is an on-site position in Huntsville, AL.

Position Duties:
  • Provide direct operational and administrative support to the MDA SMO (CED) under the Specialty Engineering Director.
  • Manage and maintain the Frequency Authorization tracker for all MDA missions, ensuring absolute data accuracy and consistency.
  • Develop, author, and submit System Certifications (DD1494) utilizing STEPSTONE and EL-CID programs.
  • Develop, coordinate, and submit frequency authorization requests utilizing Spectrum XXI (SXXI) for developmental, fielded, and new systems.
  • Develop, update, and maintain critical reports and databases to support operational and engineering activities.
  • Troubleshoot, analyze, and resolve electromagnetic interference (EMI) issues between developmental and deployed systems.
  • Document standard operating procedures (SOPs), workflows, and technical solutions to support knowledge sharing and team efficiency.
  • Develop, update, compile, and submit Host Nation Coordination (HNC) packets and Site Surveys for globally deploying systems.
Position Required:
  • Active Secret Clearance
  • Bachelor's degree and 7+ years of experience
  • Understanding of Radio Frequency (RF) theory and electromagnetic principles.
  • Excellent problem-solving skills and strict attention to detail.
  • Strong communication and collaboration skills to work effectively in a team environment.
  • Ability to manage multiple tasks and priorities in a fast-paced environment.
  • Ability to obtain and maintain a Secret security clearance.
  • Proficiency in Microsoft Office suite (PowerPoint, Excel, Word) and Teams.
​Position Desired:
  • Graduate of a military spectrum management school.
  • 4+ years of experience within federal/DoW spectrum management.
  • Ability to obtain / Active Top Secret / SCI security clearance.
  • Experience with Spectrum XXI (SXXI) .
  • Knowledge of the NTIA Manual (Redbook).
  • Experience with the GEMSIS suite (Stepstone, Host Nation Spectrum Worldwide Database Online [HNSWD-O], Joint Spectrum Data Repository [JSDR], Integrated Spectrum Desktop).
  • Knowledge of electromagnetic propagation modeling, wave behavior, and signal attenuation.
  • Experience with Mat-lab or other programming languages .
  • Knowledge of the Joint Spectrum Interference Resolution Online (JSIR-O) portal.
  • Experience with NTIA EL-CID.
  • Knowledge of standard engineering practices .
  • Experience with automation tools or programming/scripting languages to aid in data analysis.
Salary: $130,000-$140,000. Actual compensation offered to candidate may vary from posted hiring range based upon geographic location, work experience, education, and/or skill level.
