Torch Technologies is seeking a Lead Technical Manager - Systems Engineering & Architecture (MDA Programs) to join our team and provide systems engineering, architecture design, analysis, and Modeling & Simulation (M&S) support for Missile Defense Agency (MDA) initiatives. This position directly supports the MDA Directorate for Architecture (MDA/DCX), Aviation & Missile Center (AvMC), and Torch leadership in advancing Integrated Air and Missile Defense (IAMD) and Joint Tactical Integrated Fire Control (JTIFC) mission objectives.
As a Lead Technical Manager - Systems Engineering & Architecture (MDA Programs), your duties will include the following, but are not limited to:
  • Lead systems engineering, architecture development, technical analysis, and Modeling & Simulation (M&S) support efforts for MDA/DCX initiatives.
  • Conduct technical assessments of IAMD and JTIFC system performance, reporting capabilities, and interoperability requirements to support requirements development and mission effectiveness.
  • Evaluate multiple Service system representations and architectures to determine optimal Family-of-Systems interoperability solutions.
  • Collaborate with MDA, AvMC, contractors, and internal leadership to support joint assessments, technical integration, and mission execution activities.
  • Develop technical documentation, reports, architectural assessments, briefing materials, and requirements-related deliverables for senior leadership and stakeholders.
  • Support laboratory operations, including assessing technical requirements, overseeing data collection efforts, and integrating forensic analysis and assessment tools within the Joint Analysis Collaborative IAMD Lab (JACIL).
  • Coordinate laboratory equipment procurement, integration, sustainment activities, and Information Assurance (IA)/cybersecurity compliance requirements in collaboration with AvMC leadership.
  • Provide personnel planning, subcontractor management, budget development, execution oversight, and program coordination support across multi-service programs.
  • Oversee mission planning, assessment execution, operational integration, and technical risk management activities to ensure alignment with program objectives and Department of Defense mission requirements.
  • Prepare and present senior-level briefings and technical recommendations to SES, flag-level leadership, government stakeholders, and program leadership teams.

Qualifications
  • U.S. Citizenship.
  • Bachelor's Degree in Management, Engineering, Systems Engineering, Computer Science, or a related technical discipline; Master's degree preferred.
  • 8+ years of relevant experience in technical program management, systems engineering, strategic planning, or Modeling & Simulation support, including at least 3 years in a supervisory or management role.
  • Active Secret security clearance required; Top Secret clearance preferred (must be able to maintain clearance eligibility).
  • Experience supporting Missile Defense Agency (MDA), Aviation & Missile Center (AvMC), DoD research and development programs, or related defense mission areas.
  • Strong background in Integrated Air and Missile Defense (IAMD), Joint Tactical Integrated Fire Control (JTIFC), systems architecture, interoperability assessments, and Modeling & Simulation environments.
  • Strong analytical, problem-solving, organizational, and decision-making skills.
  • Ability to work independently and collaboratively in a fast-paced, mission-focused team environment.
  • Strong written and verbal communication skills with experience presenting technical information to senior leadership.
  • Experience working in DoD, defense, aerospace, engineering, or federal government environments.

Preferred Qualifications
  • Experience supporting MDA/DCX, AvMC, or Joint Analysis Collaborative IAMD Lab (JACIL) operations.
  • Familiarity with Milestones Professional software, systems integration tools, and technical assessment frameworks.
  • Experience working with cross-functional teams, government stakeholders, subcontractors, and acquisition or multi-service programs.
  • Strong technical documentation, executive briefing, reporting, and program execution experience.
  • Familiarity with systems engineering, test and evaluation, Modeling & Simulation (M&S), mission operations, cybersecurity compliance, and interoperability assessments.
  • Experience with programming or scripting languages such as Python or VBA for data automation and analysis.
  • Subject matter expertise in U.S. Integrated Air and Missile Defense (IAMD) / Ballistic Missile Defense (BMD) capability development and assessment.
  • Advanced degree in a relevant technical discipline or additional program management certifications.
