Job Description
• Provide technical and administrative direction related to the established Company, Material Management, and/or project policies and procedures
• Responsible for the implementation, management, and monitoring of the Material Management Work Process with the approved Corporate Reference Tool for Material Management to meet project requirements and schedule
• Plan, organize, direct, and control the material management discipline or global indirect function execution
• Advocate the use of the Material Management knowledge management portals and communities
• Maintain effective client relationships through client service excellence in execution
• Prepare and issue relevant Material Management reports
• Review, analyze, produce commercial bid tabs, and negotiate Terms and Conditions, based on Prime Contract flow downs
• Maintain the highest ethical standards of Material Management professional responsibility
• Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback
Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements
Material Management
• Travel to domestic and/or international locations
• Develop and implement the overall material management plan, including workshare and automation components, and the project Material Responsibility Matrix
• Drive and deliver strategies to the corporation and projects through the use of the Commercial Strategies group
• Negotiate and/or provide assistance in negotiation of large to complex equipment and bulk material packages to obtain best value for the Project
Purchasing
• Review the project scope of work and the prime contract to determine the Material Management requirements and flow downs to project procurement documents, plans, and procedures; issue flow down requirements to the Material Management team
• Incorporate standard Fluor Procurement procedures and Commercial Strategies in the procurement of goods for the project
• Align with Construction to determine site purchasing requirements and responsibilities
• Manage the execution of all procurement activities on the project in compliance with the project Baseline and procedures, plans, budgets, and schedules
• Interact with the Project Material Manager, Discipline Leads, and Client on a day-to-day basis to meet project procurement objectives
• Identify Prime Contract flow downs for Terms and Conditions modification
Preferred Qualifications
• Experience in EPCM industry with capital projects
• Lump Sum and Module Fabrication experience preferred
• Experience with Fluor processes, procedures and systems
• Ability to enter Request for Quotation (RFQ)/Purchase Orders (PO) data in the approved material management reference system, use Smart Source, evaluation quotes, negotiate Terms and Conditions, to support estimate/proposal activities
• Experience in dealing with global vendors (outside US)
• Ability to communicate fluently in English (read, write, and speak)
• Accredited degree or global equivalent
• Applicable professional certification(s) or license(s)
• Experience should be primarily in the area of material management
• Excellent interpersonal and communication skills
• Excellent computer literacy and skills
• Good leadership and decision-making skills
