Job description

This position is characterized by assignments that are complex and sensitive in nature and require a high level of competence and understanding of a wide variety of HR functions. An incumbent provides all HR services to a specific client group; has responsibility for independent action, planning the work, using experienced judgment, solving problems, and the results of the work. Assigned duties require the exercise of judgment or choice among possible actions, sometimes without clear precedents yet with concern for the consequences of the action. This position may be required to provide lead functional or technical direction of paraprofessional or clerical employees.
Duties:
  1. Drives recruitment process based on public sector hiring standards. Develops recruitment strategies, leads in the hiring process, performs job analysis and selects the appropriate tests to be administered. Participate in Job Fairs/Community Outreach.
  2. Compiles, researches and analyzes available information to determine need for various sensitive and confidential human resources services. Interprets, advises and makes recommendations on human resources issues, policies and procedures, while exercising the highest degree of professionalism.
  3. Develops strong partnership with and provides professional human resources services to client groups in an effort to positively influence organizational performance and results. Advises and consults with managers on employee and human resources issues, policies and practices.
  4. Monitors third party administrator to ensure medical leaves are administered appropriately. Communicates with client department leave authorizations.
  5. Develops and recommends process improvements or program enhancements. Conducts special project work in the area of employment, benefits, salary administration, employee relations or other areas as assigned. Coordinates a variety of other human resources related programs, projects and services.
Experience
  1. Five years of increasingly responsible human resources experience.
OR
  1. Three years in-depth experience in a single functional area of human resources, such as labor relations, compensation and benefits, staffing, Workers' Compensation claims management or HR information systems.
Associates degree, 2 year technical certificate or other equivalent in human resources, business administration, or related field can substitute for 18 months human resources experience.
A bachelor's degree in human resources, business administration, or directly related field may substitute for 36 months of human resources experience.
Preferred
  1. Working knowledge and experience with PeopleSoft or other HRIS system.
  2. Experience in public sector human resources.
SPHR/PHR, SHRM-SCP/SHRM-CP, CEBS or NPELRA certification preferred
Duration: 4-6 months
Location: Everett
Rate: $30.00per hour
