Job description

Job purpose

Develops and maintains online and classroom training materials for the Joint Targeting School. This position works with instructors and subject matter experts to turn technical content into effective, consistent, and engaging training products for classroom, virtual, and self-paced learning.

Duties and responsibilities

  • Design, develop, update, and maintain online and blended-learning modules for approved learning platforms.
  • Develop and revise course design documents, storyboards, instructor guides, student guides, presentations, visual aids, assessments, and other training materials.
  • Apply adult-learning theory, Instructional Systems Design, e-learning practices, Bloom's Revised Taxonomy, and the ADDIE process to curriculum development.
  • Work with instructors, curriculum managers, and subject matter experts to translate course requirements into effective learning products.
  • Review course-delivery methods and recommend improvements to instructional effectiveness and the learner experience.
  • Conduct quality assurance, content management, version control, in-progress reviews, and beta testing before final release.
  • Develop or revise checks on learning and test items to support course learning objectives.
  • Maintain organized source files, working documents, and finished training products in designated systems.
  • Participate in curriculum review meetings and recommend improvements to course materials and delivery.
  • Perform other related duties incidental to the work described.
  • Travel of up to approximately 20% may be required to support training, meetings, conferences, working groups, audits, accreditation visits, or mobile training at other Government locations.

Qualifications

  • Working knowledge of adult-learning theories, instructional-design methodologies, e-learning technologies, Bloom's Revised Taxonomy, and the ADDIE process.
  • Understanding of storyboard development, quality assurance, content management, and version control.
  • Expert proficiency with Microsoft Word and PowerPoint and working knowledge of other Microsoft Office applications and Adobe Acrobat DC.
  • Ability to evaluate media and technology requirements and recommend effective approaches for virtual learning.
  • Strong collaboration, technical writing, organization, analytical, and problem-solving skills.
  • Primary work location is the Joint Targeting School, Dam Neck Annex, Naval Air Station Oceana, Virginia Beach, Virginia. The normal schedule is Monday through Friday, generally 40 hours per week.
  • Maintain a professional image and standards of conduct and clearly identify as contractor personnel when performing duties in Government settings.

Education

  • No degree is required.
  • A minimum of four (4) years of relevant experience is required.

Years of Relative Work Experience:

  • Candidates should demonstrate success in at least three (3) of the following areas:
  • At least four (4) years of experience in joint training.
  • Knowledge and experience with Joint Doctrine and Chairman's Instructions/Manuals.
  • Experience designing and developing interactive web-based and blended-learning courses.
  • Experience with e-learning, curriculum development, and courseware authoring for web-based training and education.
  • At least three (3) years of experience as an Instructional Systems Designer developing complex interactive courseware.
  • At least three (3) years of experience with e-learning practices and technology strategies in a military training environment.
  • At least three (3) years of experience with Learning Management Systems (LMS).

Clearance:

  • Must have and maintain a final U.S. TOP SECRET clearance with Sensitive Compartmented Information (SCI) access and complete required security and information assurance training.
