Manager, Business Development
Position Summary : We are seeking a driven and detail-oriented Manager, Business Development to support growth within the Naval shipbuilding and maritime defense markets. This role focuses on tactical execution: prospect research, opportunity qualification, relationship support, early-stage customer engagement, and coordination of proposal activities. The ideal candidate understands the fundamentals of DoD/Navy acquisition, can quickly develop working knowledge of maritime systems and shipyard environments, and is skilled at moving well-qualified opportunities through the pipeline in partnership with senior BD leadership. This position is an excellent fit for someone who is hungry to grow into a senior BD role and thrives in a fast-moving, highly technical environment.
Key Responsibilities
  • Lead early-stage prospecting and research to identify new opportunities across Navy, Coast Guard, and shipyard customers.
  • Conduct initial outreach, qualification calls, and follow-up communications to develop warm, actionable leads for Directors and Sr. Director.
  • Maintain and update the BD pipeline in the company CRM (e.g., Salesforce), ensuring accuracy in opportunity stages, value, and timelines.
  • Gather market intelligence on program funding, competitor activities, contract vehicles, and prime contractor initiatives.
  • Support the creation of proposals, capability statements, presentations, and technical package coordination with Engineering, Marketing, and Program Management.
  • Assist in scheduling, preparing, and capturing outcomes from customer meetings, industry events, shipyard visits, and trade shows.
  • Track and report weekly BD activity metrics, providing visibility to senior BD leadership on progress against targets.
  • Support Directors/Sr. Director in preparing gate reviews, capture plans, price-to-win inputs, and overall pursuit strategies.
  • Build foundational relationships with working-level customer stakeholders (e.g., project engineers, contracting specialists, shipyard supervisors, assistant program managers).
  • Ensure compliance with internal proposal and opportunity pursuit processes (e.g., QP3.2).
  • Collaborate internally to coordinate technical questions, timeline management, and customer deliverables.

Required Skills & Qualifications
  • 3-6+ years of sales, business development, capture, or program support experience in Aerospace & Defense, maritime systems, shipbuilding, or related technical industries.
  • Bachelor's degree in Business, Engineering, Naval Architecture, or related field.
  • Working knowledge of U.S. Navy / Coast Guard acquisition processes and defense contracting fundamentals (FAR/DFARS).
  • Strong organizational skills with the ability to manage multiple pursuits, deadlines, and stakeholders simultaneously.
  • Proven experience qualifying leads, conducting customer outreach, and supporting capture efforts.
  • Ability to translate customer needs into internal action items and coordinate with technical teams.
  • Strong written and verbal communication skills; able to prepare clear, well-structured materials for customer and leadership use.
  • Proficiency with CRM tools (e.g., Salesforce) and standard business applications (MS Office).
  • Self-motivated, curious, and capable of working independently while staying aligned with BD leadership direction.

Preferred Qualifications
  • Experience supporting proposal development for DoD or maritime programs.
  • Understanding of technical drawings, specifications, or engineered components.
  • Familiarity with price-to-win concepts, competitive analysis, or capture strategy development.
  • Existing relationships with engineering or contracting personnel within NAVSEA, shipyards, or prime contractors.

Other Requirements
  • U.S. Citizenship required; ability to obtain a security clearance strongly preferred.
  • Willingness to travel (approximately 50%+) to customer sites, shipyards, and industry events across the U.S.
  • This position may be remote or hybrid depending on candidate location; travel remains essential.

Salary Range: $120,000 - $170,000/year
