Job Overview

The HSE Specialist will provide support for environmental, health and safety, and DOT programs associated with regional multi-site used oil collection and processing operations. This position also supports the company’s goal of compliance with all applicable Federal, State and local regulations, as well as adherence to company policies and procedures. This position supports the managing and implementing of HSE activities; advancing HSE objectives and targets; internal reporting of HSE performance; assuring full completion of required training; creating a strong HSE culture that engages employees at the sites in HSE programs and processes. This position will support all Vertex Energy Inc. facilities Southeast US.

The HSE Specialist will function as a member of the Vertex Energy Inc. team and will report to the Director of Regulatory Affairs. This person will work as a Salaried M-F position. Hours on occasion could require nights, weekends, and/or holidays to handle emergencies and/or urgent business needs as they occur and my require traveling to other locations as needed.

Essential Duties & Responsibilities:

  • Ensure Vertex compliance with Federal, State, and Local regulations including, but not limited to laws and requirements established by OSHA, EPA, DOT, Texas Railroad Commission, State and local environmental and health agencies, fire departments, etc.
  • Ensure permitting and reporting compliance for the following aspects Vertex Operations including but not limited to used oil collection; used oil processing; waste profiling and management (oil, water, and other solid wastes); Reporting can include, but not limited to Tier II Reports, OSHA 300 Logs, Biennial Reports; Discharge Monitoring Reports; SPCC and SWPPP required inspections; etc.
  • Support and administer the company’s HSE Policy, objectives, and corporate initiatives and procedures.
  • Responsible for the creation, maintenance, and review of standard operating procedures as well as employee training on established SOPS.
  • Monitor and maintain HSE electronic systems and processes such as the Learning Management System (Docebo); Incident Management Systems (Sphera); SDS Systems; Driver Qualification Files, (Concorde, SharePoint, and In-vehicle Monitoring Systems).
  • Develop and maintain risk assessments, as well as ensure employee training for all aspects of the organizations’ activities.
  • Facilitate the Management of Change Process for the organization.
  • Facilitate Incident Root Cause Analysis and Corrective Action identification and completion.
  • Maintain HSE Incident and performance data and conduct periodic trend analysis.
  • Conduct periodic facility inspections and audits.
  • Assist in tracking and facilitating completion of identified corrective actions, as well as identify and propose suggestions for HSE compliance and performance improvement.
  • Act as company representative during any environmental, health, and safety regulatory inspection by government or other entities.
  • Partners and liaisons with operations management to ensure HSE performance excellence.
  • Conduct HSE meetings and in-person training sessions including but not limited to Smith Driving Systems, new hire orientation, SOPS, hazard recognition, compliance requirements, etc.
  • Develop HSE training materials, HSE Alerts from incidents, and other materials to support HSE Communications and initiatives.
  • Support HSE activity completion tracking such as training sessions; permits, filings, and inspections; roll-stock compliance.
  • Manage the In-vehicle monitoring system data by reviewing information for possible regulatory or company requirement non-compliance. Responsible for coordinating and maintaining employee coaching files, as well as related incentive programs.
  • Manage and support other company assigned projects which can include support for operations outside the normal scope of the position.
  • Responsible for becoming a Smith Driving Instructor and providing training for applicable employees on a periodic basis.


Requirements:

Education and/or Experience and Qualifications:

  • B.S. Degree in occupational safety/health, environmental engineering, environmental sciences, or another related field or equivalent experience.
  • Previous experience in a specialist role.
  • 3-5 years of HSE, DOT related experience.
  • Must be able to effectively interact with all levels within the organization and with external groups such as customers, regulators, and suppliers.
  • Must have knowledge of DOT rules and regulations.
  • Must be proficient with Microsoft applications.
  • Proficiency in reading and interpreting safety rules, operating manuals, and procedure documents.
  • Must be able to read, write, and speak English fluently.
