Purpose of Position PURPOSE OF POSITION: The Airport Information Technology (IT) Manager serves as the primary on-site technology leader for Redmond Municipal Airport. This role is responsible for coordination of all Airport-specific information technology operations, including network infrastructure, systems support, cybersecurity & regulatory alignment, vendor coordination, and long-term technology planning. The Airport IT Manager ensures the secure, reliable, and efficient operation of technology systems essential to Airport operations, services, and end-users.

This position is both managerial and hands-on, requiring technical expertise to perform ongoing discovery of the Airport's technology environment, identify and eliminate technical debt, maintain and improve documentation, and collaborate on Airport projects. The role regularly collaborates with Airport leadership, operational teams, administrative staff, tenants, vendors, and Central IT partners to ensure effective, compliant, and coordinated IT services. Essential Job Functions ESSENTIAL JOB FUNCTIONS: The following duties are illustrative examples of the types of work performed and do not include all functions and responsibilities that may be required.

Contribute to a Positive Work Environment Deliver professional, courteous, and timely customer service. Build collaborative interdepartmental relationships. Represent the Airport IT Department in meetings, committees, and conferences.

Actively contributes to a team-focused, innovative approach to problem solving. Technology Leadership & Management Serves as the primary on-site IT authority at the Airport while coordinating with the Central IT Director on strategic goals and shared system initiatives. Leads assigned staff, establishes workplans, objectives, and performance metrics; prepares and administers reviews of both individual and department performance.

Position may include performance reviews of employees. Leads the planning, deployment, and maintenance of Airport technology systems, infrastructure, and services. Continuously assess existing systems to identify technical debt, inefficiencies, and modernization opportunities.

Creates and maintains documentation including hardware and software inventories, change management records, system diagrams, and procedural workflows. Develops Airport specific IT guidelines, processes, and standards consistent with citywide policies. Provides strategic oversight for Airport IT equipment, platforms, tools, and solutions including upgrades, migrations, renewals, and integrations.

Airport Operations & Collaboration Acts as the primary liaison for Airport technology needs, ensuring clear communication with Airport operations, administration, security, and facilities departments. Coordinates IT aspects of Airport construction, renovation, and infrastructure improvement projects. Manages relationships with external technology vendors, contractors, service providers, and tenants.

Coordination with Central IT Works independently on Airport-specific IT responsibilities while collaborating closely with the Central IT Department on shared systems and strategic priorities. Aligns Airport IT practices with citywide standards, cybersecurity protocols, and operational frameworks. Participates in joint budget planning, resource allocation, and long-term technology road mapping.

Utilizes centrally managed cybersecurity platforms, shared network infrastructure, and citywide IT support resources to ensure consistent service delivery. Engages in interdepartmental planning to ensure Airport requirements are incorporated into citywide IT initiatives. Cybersecurity & Regulatory Compliance Ensures compliance with TSA Security Directives and relevant aviation and transportation security regulations.

Partners with project teams to ensure secure and successful project delivery while maintaining adherence to policies and best practices. Collaborates with Central IT to align the Airport's cybersecurity and regulatory requirements with the established frameworks and best practices. Identify vulnerabilities and security gaps; coordinate mitigation efforts with the Central IT cybersecurity team.

Facilitates tabletop exercises, incident response refinement, and planning efforts to meet regulatory and cyber insurance requirements. Prepares and maintains documentation, logs, and reports required for regulatory audits and cybersecurity incident response. Budget and Resource Management Assists with annual budget planning and provides oversight of expenditures.

Creates metrics to inform staffing structure and capacity needs within the Airport's IT Department. Generates and maintains required Airport IT policies. Qualifications JOB QUALIFICATION REQUIREMENTS: Mandatory Requirements: Eight (8) years of increasingly responsible information technology industry experience.

At least three (3) of those years must have been spent managing IT professionals or technical staff. A Bachelor's Degree from an accredited college or university with major course work in Information Technology or related field, or any satisfactory equivalent combination of education, training, and experience relevant to the position. Special Requirements/Licenses: The position requires employees to operate a motor vehicle in the course of their position.

Must possess, or obtain within thirty (30) days of hire, a valid Oregon driver's license. Successfully pass a TSA Criminal History Background Check and Security Threat Assessment. Must be able to pass a ten-year federal background check and have the ability to obtain secret level DHS clearance.

Must have a safe driving record. Knowledge, Skills, & Abilities Strong technical knowledge of network administration, server/systems administration, and hybrid IT environments. Ability to perform structured discovery to identify technical debt and guide modernization efforts.

Experience developing documentation including diagrams, inventories, and process workflows. Ability to communicate technical concepts clearly to both technical and non-technical users, both verbally and in writing. Ability to work independently while coordinating with a centralized IT department.

Familiarity with cybersecurity frameworks, regulatory compliance requirements, and industry best practices. Knowledge of laws, regulations, and administrative practices related to information technology and public-sector decision-making. Skill in applying project management practices and principles.

Ability to implement departmental and enterprise-wide technology solutions. Ability to troubleshoot, organize, and simplify complex technical problems to properly scope and delegate tasks and projects. Skill in analyzing alternatives to identify strengths and weaknesses of different solutions or approaches.

Ability to generate data sets, reports, and analytics to support organizational decision-making. Desirable Requirements: For desirable requirements to be considered, one must have met the mandatory requirements noted above: Five (5) or more years of experience in a relevant IT management role within the airport, aviation, or transportation industry. Knowledge of Transportation Security Administration cyber directives and related compliance obligations.

Experience supporting operational technology such as access control, CCTV, gate systems, baggage systems, or SCADA-like environments. Five (5) or more years of demonstrated experience coordinating and leading people or teams. Possession of current, non-expired cybersecurity certification.

Possession of current, non-expired project management certification. Possession of current, non-expired certification relevant to this position. Experience in a state or local government setting; knowledge of state and federal laws governing public information and privacy.

Experience with government procurement processes. Experience overseeing web content accessibility (e.g., WCAG 2). Experience managing regulatory compliance enforcement (e.g., CJIS, PCI, HIPAA, GDPR)

Experience managing cybersecurity framework enforcement (e.g., NIST, ISO, SOC 2, NERC-CIP). Working knowledge of Microsoft 365 tenant administration, with strong proficiency in Excel and SharePoint Online administration.
