Description

Xcelerate Solutions is seeking an experienced Task Order Program Manager to provide centralized program management oversight in support of the Transportation Security Administration (TSA), Office of Training and Development (T&D). This Key Personnel role is responsible for ensuring integration, efficiency, and performance across all T&D task orders issued under an Enterprise Security Training IDIQ.

Key Responsibilities:  
  • Serve as the central point of contact for the Government for all technical, programmatic, and management matters related to the PM Support Task Order and represents the Contractor at all Task Order–level post-award meetings, briefings, and Program Management Reviews (PMRs).
  • Deliver centralized program management oversight across all TSA T&D task orders, ensuring integration of schedules, milestones, finances, deliverables, and performance metrics.
  • Develop, maintain, and manage an Integrated Master Schedule (IMS) using Microsoft Project to track progress across all T&D task orders.
  • Monitor and control cost, schedule, scope, and performance, identifying risks, issues, and dependencies across task orders and implementing mitigation strategies.
  • Utilize TSA systems to manage task order activities, RFQs, WebForms, reporting, and data management.
  • Prepare and submit all required status and performance reports, including Weekly Status Reports (WSR), Monthly Financial Summary Reports (MFSR), Monthly Technical Summary Reports (MTSR), and quarterly PMRs.
  • Provide financial oversight and reporting, including expenditure tracking, staffing utilization, estimates at completion (EAC), and variance analysis.
  • Oversee quality assurance and quality control activities, ensuring deliverables meet TSA standards and contractual requirements.
  • Ensure compliance with DHS and TSA security, privacy, and information assurance requirements, including handling of Sensitive Security Information (SSI) and Personally Identifiable Information (PII).
Minimum Requirements 
  • Master’s degree (M.S.) in Program Management, Engineering, Information Technology, Business, or a related discipline.
  • Project Management Professional (PMP) certification is required.
  • Minimum 10 years of practical professional experience, including at least 2 years managing a major program, task order, or department.
  • Demonstrated experience performing as a Program Manager on complex federal government programs.
  • Proven experience serving as a Task Order Manager or Program Manager for DHS, TSA, or other federal civilian agencies.
  • Proven experience managing schedules, budgets, milestones, deliverables, and performance reporting.
  • Strong knowledge of federal program management best practices, including schedule and financial controls.
  • Ability to manage and integrate activities across multiple concurrent task orders.
  • Strong written and verbal communication skills, including experience briefing Government stakeholders.
  • Active Secret Clearance.
Preferred Qualifications: 
  • Prior experience supporting TSA Office of Training and Development (T&D) programs.
  • Experience preparing and delivering Integrated Master Schedules (IMS) and executive-level program reviews..
