Job description

Koniag Advisory and Business Solutions, LLC, a Koniag Government Services company, is seeking a Program Analyst to support KABS and our government customer in Washington, DC. The position is hybrid, will require 3 days onsite. This position requires the candidate to be able to obtain a Public Trust.

The Program Analyst provides critical analytical, operational, and programmatic support to the U.S. Department of Energy’s Office of Technology Commercialization in its administration of the Phase I Applicant (PIA) Support Program within the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) portfolio. This position plays a key role in strengthening DOE’s applicant assistance pipeline, improving proposal readiness among small businesses, and increasing participation from first time and underserved applicants. The analyst collaborates closely with program managers, support contractors, small businesses, and DOE leadership to ensure smooth delivery of PIA SBIR support services and high-quality execution of program activities.

Key Responsibilities:

  • Support daily operations of the PIA SBIR initiative, including applicant intake, workflow coordination, and support service tracking.
  • Assist in developing program materials, guidance documents, resource tools, outreach communications, and updates for the PIA SBIR program.
  • Perform data gathering, metrics tracking, program evaluation, and portfolio analysis to inform program reporting and decision making.
  • Prepare written materials such as reports, dashboards, summaries, presentations, and briefing documents for senior leadership and internal stakeholders.
  • Support outreach and engagement activities including webinars, training sessions, applicant assistance events, and targeted communications for underserved communities.
  • Coordinate with DOE program offices, national laboratories, applicants, and technical reviewers to collect information, track progress, and ensure alignment with program requirements.
  • Maintain accurate program records, databases, tracking sheets, and workflow tools to support efficient administration of the PIASBIR program.
  • Support proposal quality review activities by assisting with intake checks, compliance verification, and readiness assessments.
  • Monitor SBIR/STTR policy updates and integrate relevant requirements into PIA SBIR processes and applicant guidance.
  • Assist with the development and implementation of process improvements to enhance program efficiency, applicant experience, and data quality.

Required Qualifications:

  • Bachelor’s degree in science, engineering, business, public policy, or a related field.
  • Minimum of 3 years’ experience supporting federal R&D programs, technical assistance programs, innovation initiatives, or grants/contract administration.
  • Strong analytical skills with demonstrated experience organizing and interpreting technical or programmatic data.
  • Excellent written and verbal communication skills, including experience preparing structured reports or presentations.
  • Proven ability to work collaboratively with cross-functional teams in a hybrid work environment.
  • Familiarity with federal program operations, R&D funding processes, or financial assistance mechanisms.
  • Proficiency with data management tools, CRM systems, spreadsheets, or analytics platforms.
  • U.S. citizenship and ability to meet federal suitability requirements if necessary.

Preferred Qualifications

  • Experience with SBIR/STTR programs, particularly DOE SBIR/STTR or other federal science agencies.
  • Knowledge of technology commercialization, market analysis, or innovation ecosystem support
  • Experience working with small businesses, researchers, national laboratories, or technical assistance providers.
  • Skill in coordinating applicant support activities, workshops, program outreach, or training events.
  • Education or experience related to energy, engineering, or scientific research and development.

Work Environment
This position operates in a hybrid environment requiring periodic onsite participation at DOE headquarters or designated facilities. Remote work is supported for routine tasks. Travel may be required for outreach events, workshops, or program coordination.
