Job description

ARS is seeking an FMS Program Manager providing support to the Air Force Life Cycle Management Center/PEO Digital Directorate (AFLCMC/HB). The Air Force Program Execution Office for PEO Digital (AFPEO/HB) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the PEO Digital portfolio, which includes over 130 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO Digital Directorate is headquartered at Hanscom Air Force Base, MA with geographically separated operating units CONUS and OCONUS. This position specifically supports the International C2 and Sensors Division (HBN) and the family of Command and Control (C2) systems procured through Foreign Military Sales (FMS) by the country of Qatar. Duties include, but not limited to: * Manage Foreign Military Sales (FMS) acquisition programs in accordance with DoD policy and regulations, including the Security Assistance Manpower Requirements System (SAMRS) and Defense Security Assistance Management System (DSAMS).
* Execute FMS system acquisition in collaboration with relevant Government organizations including SAF/IA, AFSAC, DSCA, AFLCMC/WFNFM, Foreign Disclosure Office (FDO), and the Tri-Service Committee (TSC).
* Manage all aspects of acquisition planning including industry days, market research, source selection planning, acquisition strategy planning, SOO/SOW/PWS development, RFP planning, and contract negotiation preparation.
* Ensure compliance with FMS-specific requirements including coordination with international partners and applicable organizations such as SAF/IA, AFSAC, DSCA, AFLCMC/WFNFM, FDO, and the TSC.
* Prepare and support Program Office meetings and activities including internal government meetings, case meetings, design reviews, Program Assessment Reviews (PARs), Interface Control Working Groups (ICWG), Technical Interchange Meetings, and case reviews.
* Serve as a representative of the program office to international customers, including the partner nation Ministry of Defense (MOD), Office of Defense Cooperation (ODC), and Air Force stakeholders, and respond to programmatic questions related to acquisition, cost, schedule, and performance.
* Assess cost, schedule, and performance against program baselines, recommend solutions to execution issues, and pursue alternative courses of action.
* Plan, research, analyze, and assess system acquisition activities related to the development, production, and deployment of weapon systems and associated equipment.
* Develop and present program status briefings and acquisition updates to senior leadership.
* Draft, review, and coordinate government RFP documentation, including participation in technical evaluation of proposal responses.
* Develop program management briefings for government, industry, and international stakeholders.
* Travel to OCONUS locations including Qatar, as well as CONUS locations such as CENTCOM and OEM manufacturers within the United States.
* Coordinate activities across multidisciplinary teams including engineering, logistics, program management, industry partners, and international customers to ensure program execution aligns with mission requirements.
* Operate independently and support program execution during periods when the Government Program Manager is unavailable or supporting other mission priorities.
* Review and interpret program schedules and acquisition planning documentation to support program execution activities.
* Other Duties as assigned.
Qualifications: Citizenship:Must be a US citizen Clearance: Must have an Active Secret Clearance Minimum Required Qualifications Education:Bachelorโ€™s degree in a related field Years of Experience:10 Years of Relevant Experience in the respective professional discipline being performed, six of which must be in the DoD Preferred Qualifications Education:Masterโ€™s or Doctorate Degree in a related field Technical Skills * Knowledge of Foreign Military Sales (FMS) program management processes and systems, including SAMRS and DSAMS
* Knowledge of DoD acquisition lifecycle processes
* Ability to assess program performance against cost, schedule, and performance baselines
* Experience developing acquisition documentation, briefings, and program reports
* Knowledge of Radar and/or Command and Control systems is a plus
* Knowledge of Middle Eastern business practices, culture, and customs is a plus
Interpersonal Skills * Ability to effectively communicate with senior leadership and international partners
* Strong written and verbal communication skills for preparing acquisition documentation and briefings
* Ability to work independently and manage competing priorities
* Ability to coordinate across multi-disciplinary program teams

Travel:Travel required to CONUS and OCONUS locations includingQatar The expected annual salary range: $140K - $160K. Salary is dependent upon the role, associated responsibilities, candidate's experience and qualifications to include education/training and key skills.
