Overview
The PPL Project Controls Specialist will be responsible for managing and leading the Project Control requirements on a large Project (>USD50MM). Responsible for collecting and analyzing project performance data, ensuring the project forecasts are accurate concerning both budgets and timelines. The position will report directly to the Project Controls Manager and indirectly to the Project Manager and routinely interacts with the Project Management Team and Senior Management.
Responsibilities
      Key Cost Specialist Responsibilities/Accountabilities:
  • Responsible for managing all Project Controls requirements on the project
  • Lead the Project Controls team
  • Develop Project Controls execution plan and take the lead in implementation
  • Responsible for cost forecasting, scheduling, progress monitoring, change management etc.
  • Develop WBS and CBS as required per the execution plan.
  • Participate in planning sessions of the project with PMT
  • Establish and maintain progress measurement system aligned with the execution plan
  • Preparation of conformed estimates from the as-sold estimates developed by Estimating
  • Advises Project Management of forecast risks as soon as they are identified
  • Analyze cost and schedule data and recommend solutions or recovery plans as required.
  • Coordinate, participate and contribute in the risks and opportunities workshops
  • Routine interface with clients and participate in client meetings
  • Responsible for all project control deliverables to client as required by the contract
  • Collaboration with Finance/ Accounting on financial reporting
  • Responsible for all internal project control deliverables and regional reporting
  • Ensure compliance with contractual requirements and adherence to internal controls and procedures.
  • Facilitate change management workshops
  • Other tasks as required including but not limited to training, general administration support etc.
  • Understand contract requirements, project milestones and activities
  • Lead the development of project schedule working with the project team
  • Development of all levels of the project schedule
  • Knowledge in resource hours and cost loading
  • Facilitate monthly updates and critical path schedule analysis
  • Participate in schedule review meetings
  • Analyze and report schedule impacts
  • Participate in planning sessions of the project
  • May serve as a liaison to coordinate the schedules and tasks of numerous internal teams, and to gather insight, approvals, and other contributions from stakeholders
  • Implement and organize project management programs and tools to ensure an efficient system is in place

Qualifications
  • BS in Engineering, Business or Finance; or equivalent degree or experience
  • 15+ years of EPF or EPC experience as a cost specialist / planner
  • Experience in Refining / Oil & Gas, Petrochemical or industrial fabrication industries preferred
  • Experience in Construction and Project execution planning preferred
