Job description

Position Purpose:

The successful candidate will support multiple Signature Science projects by providing project controls support to Project Managers throughout the project lifecycle. Responsibilities include project planning, budgeting, forecasting, cost and schedule performance analysis, earned value management, financial reporting, and decision support. This position partners closely with technical staff, finance, contracts, and executive leadership to ensure projects remain on budget, on schedule, and aligned with contractual requirements.

The candidate will interface professionally with internal and external stakeholders and prepare accurate, timely reports, analyses, and recommendations to support project execution. The successful candidate should understand government contract structures and be able to translate contractual requirements into effective project control processes, work breakdown structures, performance measurement baselines, and reporting mechanisms.

Essential Duties and Responsibilities:

  • Develop and maintain project budgets, estimates at completion (EACs), forecasts, and financial reports.
  • Monitor project cost, schedule, and technical performance through project controls and earned value management methodologies.
  • Analyze project performance, identify trends, assess risks, and provide recommendations to Project Managers and leadership.
  • Support development, implementation, and continuous improvement of EVMS processes, reporting, and compliance.
  • Assist with establishing and maintaining Work Breakdown Structures (WBS), control accounts, project baselines, and performance measurement data.
  • Support Integrated Master Schedule (IMS) development and maintenance, ensuring alignment with project scope, budgets, milestones, and performance reporting.
  • Prepare project status reports, variance analyses, performance metrics, and executive dashboards to support data-driven decision making.
  • Collaborate with Project Managers to develop corrective action plans for cost, schedule, and performance variances.
  • Support proposal development, project startup activities, resource planning, staffing forecasts, and pricing efforts.
  • Review project financials, labor utilization, funding, subcontract costs, and contractual requirements to ensure project compliance and financial health.
  • Evaluate project processes and identify opportunities to improve reporting, automation, workflow efficiency, and project controls maturity.
  • Develop and implement automated tools, dashboards, and reporting solutions to improve project visibility and business processes.
  • Work collaboratively with Contracts, Finance, Purchasing, and Program Management to ensure accurate reporting and compliance with customer and company requirements.
  • Perform additional duties as assigned.

 Education:

Bachelor's degree required. B.A./B.B.A. in Accounting, Business Administration, Finance, Project Management, or a related field is preferred. Coursework and/or certification in Earned Value Management (EVMS), Project Controls, Project Management, or related disciplines is desired.

 
Skills:

At least five years of relevant work experience, including at least three years supporting project controls, project accounting, program finance, earned value management, or project management/administration within a government contracting environment, is required. 

Experience with project budgeting, cost and schedule performance analysis, forecasting, variance analysis, earned value management (EVMS), and project controls processes is required. Familiarity with Integrated Master Schedules (IMS) and schedule management principles is preferred; direct scheduling experience is beneficial but not required.

Advanced proficiency with Microsoft Excel, including pivot tables, advanced formulas, and lookups, is required (proficiency may be evaluated during the interview process). Working knowledge of Microsoft Project is preferred but not required.

Excellent written and verbal communication skills, analytical problem-solving abilities, and strong attention to detail are required.

Previous experience supporting contract or subcontract administration is preferred. Familiarity with the federal acquisition lifecycle is preferred. Experience with Deltek Costpoint, ProPricer, or similar government contractor project controls and financial management systems is preferred. Experience supporting proposal pricing, cost estimating, staffing/resource planning, and financial reporting is desired.


Signature Science offices maintain regular business hours on weekdays between 8:00 a.m. and 5:00 p.m. local time. This position may require irregular hours, to include work on weekends or after regular business hours. 
This position may require domestic travel.
Clearance Status:
This position requires that the candidate be willing and able to complete a successful background screening for a security clearance. Candidates with an active security clearance will receive preference.
