Job Description:

This position will serve as Manager of Program Scheduling for the SMS Segment, Intel & Cyber Sector. The position will be responsible for coordinating surge support to Tier One Programs. It will directly support tool implementations, major replans with OTB/OTS, formal internal reprogramming, and Baseline Reviews. The incumbent will have subject matter expertise on Programs for Cost and Schedule Integration and Earned Value. Leads a team responsible for developing and maintaining complex program schedules, including resource loading and Earned Value analysis, to support effective program execution. Helps standardize program planning and scheduling processes by defining tools, formats, and tracking/reporting methods for enterprise-wide resource management. Partners across finance, engineering, materials, manufacturing, and quality to integrate schedules, resolve critical path and network logic issues, and support surge planning needs. Uses project management tools and metrics such as Gantt charts, milestone tracking, variance analysis, and earned value management to monitor progress, assess risk, and drive compliance with internal procedures and DECM guidelines.

Essential Functions:

  • Lead, manage, and develop planning/scheduling employees through guidance, coaching, and training.
  • Develop and maintain Integrated Master Plans (IMP) and Integrated Master Schedules (IMS) using the SOW, WBS, and program requirements.
  • Prepare and coordinate schedules and planning products using tools such as MS Project, Excel, and PowerPoint.
  • Create, track, and maintain program plans and schedules, including baseline maintenance and performance reporting.
  • Perform schedule analysis including critical path analysis, schedule risk analysis, network logic validation, and schedule metric analysis such as BEI, CPLI, and SPI.
  • Identify, analyze, and resolve schedule conflicts, variances, and root causes affecting program execution.
  • Integrate schedules across programs, subcontractors, and key functional areas including finance, engineering, materials, manufacturing, and quality.
  • Support enterprise-wide resource planning by evaluating program and organizational resource needs through integrated schedule analysis.
  • Apply project management techniques and tools such as Gantt charts, PERT, milestone charts, and Earned Value Management (EVM) to monitor progress and identify performance issues.
  • Ensure compliance with internal program procedures, project control system guidelines, and applicable scheduling and EVMS standards.
  • Utilize knowledge of PASEG, EIA-748-D, IPPD, and IPMR to support effective planning and scheduling practices.
  • Lead or participate in scheduling status reviews and present schedule analyses, risks, and recommendations to senior leadership.
  • Communicate and collaborate across internal teams and, when needed, with external parties such as customers and vendors to gain alignment on processes and schedule-related matters.
  • Drive improvements to planning and scheduling processes, tools, systems, and standards to enhance operational performance and consistency.
  • Contribute to departmental goals, operational plans, and process excellence initiatives, including participation in schedule training and program excellence activities.

Qualifications:

  • Bachelor's Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.

Preferred Additional Skills:

  • Experience working DoW projects in a Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) environment.
  • 1-3 years leadership and management experience.
  • Experience leading planning & scheduling efforts for large, high visibility Government projects.
  • Experience creating and/or maintaining an Integrated Master Schedule (IMS) and any Supporting Schedules on assigned projects/programs; creating and presenting project-level reports, presentations and deliverables that reflect risk and status to program management and senior management relating to the IMS.
  • Monte Carlos Risk Analysis (Schedule Risk Analysis)
  • Additional prior functional / IPT lead experiences (e.g. - Supply Chain Management, Materials, Finance, etc.).
  • Experience working cross-functionally and ability to effectively communicate to accomplish strategic vision of Program Management Excellence Organization (PMEO).
  • Working knowledge of Space and Airborne Systems programs
  • Structured Solutions - SSI tools management
  • Program Management and Coordination experience, SDLC (Systems Development Life Cycle) process
