POSITION SUMMARY:

Pem-Air Turbine Engine Services is seeking a Program Manager to report directly to the Vice President of Operations. This position will be responsible for coordinating and managing company programs that support operational performance, quality system requirements, customer proposal activity, and new project implementation. This role will work across Operations, Quality, Supply Chain, Planning, Engineering, and Commercial functions to keep programs organized, on schedule, and aligned with company priorities. The Program Manager will also help leadership track progress, resolve issues, and maintain accountability across departments.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Program Management

  • Manage assigned programs from planning through execution and completion.
  • Build and maintain program schedules, milestone trackers, action lists, and status reports.
  • Coordinate cross-functional teams to ensure tasks are completed on time and in the correct sequence.
  • Identify risks, delays, and resource constraints, and escalate issues with recommended solutions.
  • Maintain clear ownership and follow-up on open items across departments.

AS9110 / Quality Program Support Assistance

  • Support company initiatives related to AS9110 implementation, audit readiness, and ongoing compliance.
  • Track quality-related action items, procedure updates, and process implementation milestones.
  • Coordinate with department leaders to ensure required actions are completed and documented.
  • Assist with management review preparation, progress summaries, and follow-up actions.

Customer Proposals

  • Coordinate internal inputs for customer proposals and support packages.
  • Work with Operations, Materials, Planning, Quality, Finance, and Commercial teams to gather required data.
  • Track proposal due dates, review cycles, assumptions, and approvals.
  • Help ensure proposals are aligned with actual capability, manpower, tooling, and schedule availability.
  • Maintain proposal logs and status visibility for leadership.

New Project / New Capability Implementation

  • Support planning and launch of new customer programs, capabilities, and operational initiatives.
  • Develop implementation plans with clear milestones, owners, and readiness requirements.
  • Coordinate launch readiness across staffing, tooling, materials, procedures, and training.
  • Track startup performance and document lessons learned to improve future implementations.

Support Programs / Operational Coordination

  • Oversee recurring internal programs and support activities tied to production and customer delivery commitments.
  • Improve coordination between departments to reduce missed handoffs and delays.
  • Ensure support functions remain aligned with current operational priorities.
  • Support the Vice President of Operations with special projects and follow-through on key initiatives.

Reporting and Communication

  • Prepare weekly and monthly program status reports for leadership.
  • Maintain dashboards and KPI trackers for active programs.
  • Lead or support program meetings and document action items, owners, and due dates.
  • Prepare executive summaries and presentations as needed.

SUPERVISORY RESPONSIBILITIES:

  • No direct reports initially.
  • This role requires strong cross-functional leadership and the ability to drive action without direct authority.
  • May supervise program support staff in the future as the function grows.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in Business, Aviation Management, Engineering, Operations, Project Management, or related field (or equivalent experience).
  • 3+ years of program management, project management, or operations coordination experience.
  • Experience managing multi-department initiatives in a regulated, technical, or industrial environment.
  • Strong planning and organizational skills, including schedule and action tracking.
  • Ability to manage multiple priorities and meet deadlines.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook).

PREFERRED QUALIFICATIONS:

  • Experience in aviation, aerospace, MRO, or heavy maintenance operations.
  • Working knowledge of AS9110 / AS9100 and FAA/EASA requirements.
  • PMP, CAPM, Lean, Six Sigma, or similar certification.
  • Experience supporting customer proposals or implementation of new programs.
  • Familiarity with ERP/MRO systems and production planning workflows.
