Job Summary
We are seeking an experienced Airport Capital Program Director to support and oversee large-scale airport capital improvement initiatives focused on expanding terminal capacity and supporting growing passenger and cargo demands. This role will work closely with airport leadership to manage and deliver multiple concurrent airside and landside projects within a dynamic airport environment. The ideal candidate will bring strong program and project management expertise, leadership experience, and deep knowledge of aviation design and construction practices.
Key Responsibilities
  • Represent the Owner and provide comprehensive oversight of assigned airport capital improvement projects and programs.
  • Lead and supervise program management and construction oversight teams supporting airport capital projects.
  • Promote proactive communication and collaboration between project teams, airport leadership, regulatory agencies, consultants, contractors, and stakeholders.
  • Plan, define, and document program goals, objectives, and intended outcomes aligned with airport operational and strategic plans.
  • Collaborate with stakeholders to establish and manage project controls, including forecasting, financial tracking, scheduling, and performance reporting.
  • Develop and oversee programmatic and project-level KPIs to monitor financial and operational performance.
  • Support coordination among regulatory authorities, design consultants, contractors, and airport personnel to facilitate timely and cost-effective project delivery.
  • Identify project risks and implement mitigation strategies to minimize delays, disruptions, and cost impacts.
  • Draft project scopes, schedules, and budget-level cost estimates to support procurement and project execution activities.
  • Oversee design project management activities, including constructability reviews and coordination with engineering consultants.
  • Ensure projects are executed in accordance with owner policies, contractual obligations, regulatory requirements, quality standards, approved budgets, and project schedules.
  • Manage project administration activities including construction oversight, reporting, RFIs, submittals, pay applications, materials testing, inspections, and change order management.
  • Support the development and maintenance of operational dashboards and reporting tools for program and project status updates.
  • Facilitate communication and change management efforts between owners, consultants, contractors, and project teams.
  • Provide leadership, staffing oversight, mentoring, and resource management for assigned program teams.

Required Qualifications
  • Bachelor's degree in Construction Management, Program Management, Architecture, Engineering, or a related field from an accredited institution.
  • Minimum 15 years of program or project management experience, including experience supporting airport projects with construction values of at least $100M.
  • Experience serving as an Owner's Representative or Project/Program Manager for large aviation capital improvement programs.
  • Strong knowledge of FAA regulations, advisory circulars (AC 150), and aviation-related design, construction, safety, environmental, and quality standards.
  • Demonstrated experience managing scope, schedules, budgets, risks, and project controls for complex infrastructure projects.
  • Experience leading multidisciplinary teams and collaborating with owners, consultants, contractors, and regulatory stakeholders.
  • Experience preparing and presenting detailed project and program performance reports.
  • Familiarity with multiple project delivery methods including Design-Bid-Build, CMAR, Design-Build, and Progressive Design-Build.
  • Proficiency with Microsoft Office applications, MS Project, Primavera P6, and Project Management Information Systems (PMIS).
  • Excellent written, verbal, leadership, and stakeholder management skills.
  • Thorough understanding of aviation design and construction industry practices.

Preferred Qualifications
  • Experience supporting public agency capital programs exceeding $500M and airport projects exceeding $200M.
  • Familiarity with aviation design and construction markets in the Upstate South Carolina region.
