This position is located in the Board of Immigration Appeals (BIA), Executive Office for Immigration Review, U. S. Department of Justice. This position analyzes program operations, information systems, and case management data to improve efficiency, develop reports, support system improvements, and provide recommendations to management.
This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.Qualifications:In order to qualify for the Management & Program Analyst position, you must meet the following minimum qualifications:
FOR THE GS-12 LEVEL:
Specialized Experience: Applicants must have at least one year (52 weeks, full-time) of specialized work experience equivalent to the GS-11 level in the Federal service (or comparable experience outside the Federal service), performing 3 or more of the following duties:
  1. Evaluating program operations using qualitative or quantitative methods to identify performance issues and recommend improvements;
  2. Developing automated or recurring reports from databases to support management decisions;
  3. Analyzing operational data to produce documented findings for management review; and
  4. Preparing briefing materials that communicate program results or potential problem areas.

FOR THE GS-13 LEVEL:

Specialized Experience: Applicants must have at least one year (52 weeks, full-time) of specialized work experience equivalent to the GS-12 level in the Federal service (or comparable experience outside the Federal service), performing 3 or more of the following duties:
  1. Conducting complex assessments of program operations to recommend changes that improve organizational effectiveness;
  2. Designing automated reporting requirements that support senior management decisions;
  3. Analyzing high-volume data from multiple sources to resolve inconsistencies and develop defensible conclusions; and
  4. Defining information system requirements or parameters to support development and testing activities.
