Job description

POSITION SUMMARY

The BSC Business Development Manager is responsible for identifying, developing, and advancing revenue growth opportunities across Envision Xpress Base Supply Center stores, eCommerce channels, and contract-related business. This role supports the Director of BSC Sales and Marketing by building a qualified opportunity pipeline, expanding customer and vendor relationships, analyzing market and pricing data, supporting RFQs and proposals, and helping convert customer needs into profitable product, service, store, eCommerce, and contract solutions.

The position collaborates with Sales and Marketing, Store Operations, eCommerce, Purchasing, Contracts, Marketing, Finance, vendors, NIB/AbilityOne partners when applicable, and military/federal customers to position Envision Xpress as a preferred supplier. The role supports growth while advancing Envision's mission to create employment and advancement opportunities for people who are blind or visually impaired.

KEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS INCLUDE

  • Develop and manage a business development pipeline supporting BSC store sales, eCommerce sales, and contract-related opportunities.
  • Partner with the Director of BSC Sales and Marketing to execute growth strategies, customer acquisition plans, merchandising initiatives, vendor events, and product launch priorities.
  • Identify, qualify, and pursue new customer, product, service, vendor, dropship, and contract opportunities that support revenue growth, margin improvement, and mission impact.
  • Monitor bid portals, customer forecasts, purchasing trends, government and military procurement needs, and local BSC market opportunities; recommend priorities and response strategies.
  • Support RFQs, RFPs, customer quotes, capability statements, product sourcing, pricing analysis, and proposal response activities in partnership with purchasing, contracts, finance, and operations.
  • Conduct competitive assessments of pricing, assortment, terms, marketplace positioning, contract requirements, and customer satisfaction; recommend strategies to improve Envision's position.
  • Develop and maintain relationships with military, federal, base-level, commercial, vendor, supplier, and industry contacts to grow sales and strengthen strategic partnerships.
  • Work closely with BSC stores to understand local customer needs, identify account opportunities, support customer outreach, and connect stores with new product and service solutions.
  • Collaborate with eCommerce and merchandising/marketing teams to identify products and categories that can be launched, expanded, or repositioned across online and store channels.
  • Research and recommend new vendor, manufacturer, supplier, and strategic partner relationships to expand assortment, improve availability, and support customer requirements.
  • Analyze sales, margin, pricing, customer, category, and product data to produce actionable recommendations for growth, forecasting, budgeting, and monthly business reviews.
  • Support product feasibility reviews, margin evaluations, and operational readiness assessments for new products, services, accounts, and contract opportunities.
  • Coordinate with the Contracts team on contract requirements, compliance considerations, terms, closeout activities, customer feedback, and issue resolution as needed.
  • Support NIB/AbilityOne or federal procurement list opportunities when applicable by coordinating internal research, customer demand information, product data, and partner communication.
  • Attend or support customer meetings, base visits, manager meetings, vendor showcases, customer appreciation events, trade shows, conventions, and other business development activities.
  • Prepare and maintain business development reports, pipeline updates, sales goal tracking, market research summaries, and recommendations for leadership review.
  • Use a collaborative approach to influence cross-functional execution and ensure opportunities transition effectively from pipeline development to operational implementation.
  • Maintain flexibility to perform other duties as assigned to support evolving business objectives.

JOB REQUIREMENTS INCLUDE

Education: Bachelor's degree in Business Administration, Marketing, Finance, Supply Chain, or a related field required; significant related experience may be considered in lieu of degree.

Experience: Minimum of 3 years of business development, sales, account management, marketing, merchandising, eCommerce, government contracting, federal procurement, or related experience required. Experience with military/federal customers, BSC retail operations, AbilityOne/NIB, contracts, pricing, or category/product development preferred.

Knowledge/Skills:

  • Strong understanding of sales development, customer acquisition, capture planning, account management, and channel growth strategies.
  • Ability to analyze product, customer, market, margin, pricing, and competitive data and translate findings into actionable business recommendations.
  • Working knowledge of government purchasing, federal acquisition processes, contract vehicles, RFQs/RFPs, or related procurement practices preferred.
  • Strong negotiation, problem-solving, and relationship-building skills with the ability to manage through influence across departments.
  • Excellent professional written, verbal, and presentation communication skills.
  • Demonstrated project management skills, including the ability to manage multiple opportunities, deadlines, stakeholders, and deliverables.
  • Strong proficiency with Microsoft Office, including Excel, Word, Outlook, PowerPoint, and Teams; experience with CRM, ERP, eCommerce, or account management systems helpful.
  • Ability to establish and maintain a network of customer, government, vendor, supplier, and industry contacts.
  • Ability to work independently with minimal supervision while keeping leadership informed of progress, risks, and recommendations.
  • Strong business acumen, including understanding of revenue growth, gross margin, pricing, inventory, assortment planning, and operational execution.
  • Ability to travel as required for BSC store visits, customer meetings, vendor events, trade shows, conventions, and business development activities.
