The primary purpose of this position is to plan, develop, implement and assess installation-wide exercises to evaluate WPAFB's readiness to respond to terrorist attacks, natural and man-made disasters and accidents, and ability to perform Mission Essential Tasks (METs).
Qualifications:Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in developing instructions, policies, goals, and operating instructions in support of organizational operations, inspecting internal functions to ensure compliance with rules and regulations, extensive background in managing disasters and knowledge of organizational procedures governing emergency responses and exercises, and developing analyses to track and report results of exercises and inspections.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of concepts, principles, procedures and practices of exercise and combat skills training, planning and evaluations.
  2. Skill in applying analytical, interpretative, and logical thought processes to exercise and combat skills training and planning, and ensuring senior leadership and staff are exposed to different aspects of problem solving and arrive at the correct solution.
  3. Knowledge of existing plans and policies affiliated with the management of the exercise and inspections programs required by DoD, AF, AFMC and WPAFB.
  4. Knowledge of emergency management operations with extensive background in managing disasters and knowledge of Federal Emergency Management agency (FEMA), DoD, and AF directives, plans, policies and procedures governing emergency responses and exercises.
  5. Knowledge to serve as the authority to recommend inspection and exercise training and policy changes, as well as, modification of existing directives to senior leadership, base plans and emergency response organizations.
  6. Knowledge and skill to establish administrative policies and procedures for management of exercise and inspections teams.
  7. Knowledge of concepts, regulations, policies, forms and processes that affect exercises and inspections.
  8. Knowledge of computer operations related to the management of the broad spectrum of assigned duties.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
