The Navy Maintenance Materiel Management and Logistics Specialist (3M) provides oversight, technical expertise, and program management support for Navy maintenance management systems, logistics coordination, material readiness, and quality assurance programs aboard surface warships and military auxiliary vessels. This position serves as a subject matter expert for the Navy 3M (Maintenance and Material Management) System, shipboard maintenance management processes, logistics support operations, and Navy quality assurance requirements.


The 3M Specialist is responsible for supporting maintenance planning, material procurement coordination, quality assurance oversight, readiness reporting, and compliance with Navy maintenance and engineering standards. The position works closely with ship’s force personnel, maintenance activities, supply organizations, and government representatives to ensure effective maintenance execution and sustained operational readiness.


Key Responsibilities

  • Manage and oversee activities associated with the Navy 3M System, including maintenance planning, documentation, scheduling, tracking, and reporting.
  • Provide technical guidance and program oversight for shipboard maintenance management and material readiness programs.
  • Serve as subject matter expert for Navy maintenance and logistics databases currently utilized by the Fleet.
  • Support repair parts procurement processes, logistics coordination, supply support activities, and material management requirements.
  • Ensure compliance with Navy maintenance policies, technical directives, quality assurance procedures, and readiness reporting requirements.
  • Review maintenance documentation, work packages, technical manuals, and material records for accuracy and compliance.
  • Conduct quality assurance reviews, maintenance assessments, audits, and process evaluations in support of operational readiness.
  • Coordinate with maintenance personnel, supply departments, quality assurance organizations, and government representatives to resolve maintenance and logistics issues.
  • Provide technical guidance and mentorship regarding Navy maintenance procedures, quality assurance requirements, and material management processes.
  • Analyze maintenance trends, logistics performance data, readiness reports, and quality metrics to identify improvement opportunities.
  • Support development and implementation of maintenance procedures, quality assurance initiatives, and process improvement efforts.
  • Prepare technical reports, readiness assessments, quality assurance evaluations, and maintenance status updates for leadership review.
Requirements:

Required Qualifications

  • Minimum of twenty (20) years of experience using and managing the Navy 3M System.
  • Experience level comparable to a:
    • Navy Command 3M Coordinator (3MC), or
    • Ship’s Maintenance and Material Officer.
  • Direct experience within the last five (5) years using shipboard maintenance management and logistics databases currently employed by the U.S. Navy.
  • Thorough knowledge of procedures and requirements associated with:
    • Repair part procurement,
    • Replacement part procurement,
    • Material tracking, and
    • Logistics coordination.
  • Demonstrated experience equivalent to a Navy Quality Assurance Officer (QAO).
  • Extensive knowledge of current Navy quality assurance policies, maintenance procedures, inspection standards, and technical documentation requirements.
  • Strong understanding of Navy maintenance management practices, logistics systems, readiness reporting, and material management processes.
  • Strong leadership, organizational, communication, and technical problem-solving skills.
  • Ability to effectively interface with senior military leadership, civilian personnel, supply organizations, maintenance activities, and technical stakeholders.

Preferred Qualifications

  • Prior experience supporting Navy fleet readiness, maintenance management, modernization, or lifecycle sustainment programs.
  • Experience supporting shipyard maintenance, waterfront operations, or depot-level maintenance activities.
  • Familiarity with Navy maintenance databases, logistics tracking systems, readiness reporting systems, and quality assurance management tools.
  • Experience conducting maintenance program assessments, audits, or technical inspections.
  • Experience supporting engineering or maintenance support contracts.
  • Bachelor’s degree or associate degree in Logistics Management, Engineering Technology, Business Management, Supply Chain Management, Naval Science, or a related technical discipline.

Work Environment

  • Work may be performed in office environments, shipboard locations, waterfront operations areas, maintenance facilities, or shipyards.
  • Position may require travel to fleet concentration areas, operational commands, maintenance facilities, and shipboard locations in support of inspections, maintenance activities, and operational readiness efforts.

Security Clearance

  • Active DoD security clearance (Secret or higher) required.
