Job description

Job Title: Construction Manager

Location: Requires reporting to two locations: Seattle, WA and Eugene, OR

Pay Range: $130,000k - 140,000k/year plus benefits

Client: General Service Administration (GSA)

Project Name: Construction Management/ Management and Inspection (CM/M&I) Services

Project Duration: 1 year with potential for extension based on future project awards

Anticipated Start Date: August 2026


Project Details (Size, SOW, Site Background, etc.):

The project is valued at approximately $10M and includes a scope of work consisting of cooling tower and chiller replacements as well as fire alarm system upgrades. The site conditions and background vary, requiring adaptability across different areas of the facility.

Work Schedule

This is a hybrid role with the remote and onsite schedule determined based on project needs. Onsite presence is typically required on weekdays as needed to support project activities, with flexibility for occasional weekend or evening work depending on operational requirements. Total working hours will not exceed 40 hours per week.

Daily Responsibilities:

  • Coordinate CM/M&I services for GSA projects in Eugene, OR and Seattle, WA
  • Attend project kickoff, progress, rough-in/equipment, pre-final, substantial completion, and closeout meetings as needed
  • Perform scheduled field inspections
  • Review construction documents, contractor schedules, submittals, RFIs, redline drawings, and closeout materials
  • Prepare field observation reports with photos
  • Track non-compliant work, safety observations, punch list items, and corrective actions using GSA-required forms and project systems
  • Conduct monthly labor standards interviews
  • Monitor work that may affect building operations, tenant agencies, and the public, and provide clear recommendations to the GSA PM/COR

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

  • 7+ years of construction management, owner representation, or inspection experience on public, federal, commercial, or occupied facility projects
  • Experience with MEP/HVAC systems, cooling towers, chillers, fire alarm upgrades, equipment startup, and construction-phase inspection
  • Ability to review plans/specifications, schedules, submittals, RFIs, punch lists, redline drawings, and closeout documentation
  • Strong written reporting skills, including photo documentation and timely field observation reports
  • Familiarity with GSA, federal facility, or public works procedures preferred; ability to use GSA project management systems after training
  • Ability to complete required fitness/security clearance process, including HSPD-12 requirements when applicable
  • OSHA 30 preferred; OSHA 10 minimum acceptable depending on candidate experience Ability to travel to Eugene, OR and Seattle, WA sites and work occasional weekends based on installation schedules

Preferred Qualifications:

  • Prior GSA/PBS, federal courthouse, or federal office building project experience
  • Experience with occupied-building coordination, tenant impacts, and after-hours/weekend construction activities
  • Familiarity with Kahua or similar project management platforms
  • Fire alarm design review or inspection experience; licensed Fire Protection Engineer or NICET Level III certification is a plus
  • HVAC commissioning, BAS, chiller, and cooling tower replacement experience
  • Strong communication skills with contractors, COR/CO teams, property managers, and tenant stakeholders
