The Project: Mace is seeking an experienced Learning and Development Specialist to support a major technology-enabled transformation program for a confidential government organization.

This multi-year program will help a large public-sector organization modernise its technology, processes, operating model and workforce capability, with change spanning business functions, enterprise systems, operations, finance, customer channels, service providers and partners.

Working within an integrated transformation and change team, you will design, develop, deliver and improve role-based learning for impacted stakeholder groups, translating process, system, role and workforce changes into practical training materials, job aids, quick reference guides and adoption support.

This role suits a hands-on learning professional who can support the full learning lifecycle, from training needs analysis, content development and training delivery through to feedback, updates, reinforcement, go-live, hypercare, and sustainment.

The role may require working up to five days per week on site in a government organization office environment, engaging directly with client teams, users and formal governance structures.ย

  • You will support classroom, virtual, hybrid, train-the-trainer, drop-in, refresher and hypercare learning activities as required.

  • You will translate complex process, system and role changes into clear, practical learning materials that users can understand and apply in their day-to-day work.

  • You will work closely with the Training / Learning Senior Manager, Learning and Enablement Manager, change managers, communications specialists, business SMEs, process teams, technology partners and client stakeholders to ensure learning is aligned to program milestones and user needs.

  • You will support pilot training, learner feedback analysis, content updates and continuous improvement so that materials remain current, relevant and effective.

  • You will help track training completion, learner confidence, knowledge gaps, feedback themes and adoption risks, providing input into readiness and adoption reporting.

  • You will support go-live, hypercare and sustainment by updating learning materials, developing refresher content, supporting floor support activity and helping users embed new ways of working.ย

You'll Need To Have:

  • Minimum 5 years of experience in learning and development, instructional design, systems training, transformation training, training delivery, or capability development.

  • Experience developing practical learning materials, including training decks, facilitator guides, learner guides, job aids, quick reference guides, FAQs, walkthroughs, knowledge articles, and refresher content.

  • Proven experience designing and developing eLearning and digital learning content, including interactive modules, simulations, knowledge checks, and role-based learning assets.

  • Proficiency in eLearning authoring tools such as Articulate 360, Storyline, Rise, Adobe Captivate, or equivalent, as well as learning management systems and collaboration platforms.

  • Ability to translate process, system, role, and workforce impacts into clear, role-based learning content and learning pathways.

  • Experience supporting training needs analysis, curriculum development, training delivery, post-training reinforcement, and classroom, virtual, hybrid, train-the-trainer, or hypercare learning sessions.

  • Strong stakeholder engagement and communication skills, with experience collaborating with SMEs, change teams, technology teams, business users, and client stakeholders in complex, multi-stakeholder environments.

Note: The estimated salary for this position is 100,000 - 130,000 CAD. Starting salary may vary based on permissible, non-discriminatory factors such as experience, skills and qualifications.
