Purpose

The Senior Manager, Learning & Development (Instructional Design) contributes to the overall success of the Compliance Learning team as it relates to specific individual goals, plans, and initiatives are executed / delivered in support of the team's business strategies and objectives. Activities conducted follow governing regulations, internal policies and procedures. 

The Senior Manager, Learning & Development is accountable for the end-to-end design, development, and delivery of enterprise compliance learning solutions, leveraging advanced instructional design methodologies, digital learning technologies, and data-driven insights to create impactful, scalable learning experiences. This role ensures that all learning interventions are aligned to defined performance outcomes, regulatory expectations, and business priorities. This role will also contributes to the development of a Compliance Risk Management Academy, learning plans and programs for a global audience.

The Senior Manager, Learning & Development is a strategic business partner that is proactive at identifying learning needs and driving learning programs that build compliance skills and competencies required to support the future ready upskilling of compliance employees.

Accountabilities

  • Champions a client focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Design and deliver enterprise compliance learning solutions by leading the end-to-end development of high-quality, scalable programs (e.g., instructor-led, eLearning, microlearning, podcasts), ensuring alignment to business priorities, regulatory expectations, and defined performance outcomes.
  • Apply advanced instructional design methodologies and tools to create engaging, learner-centric content, leveraging digital platforms (e.g., LMS/LXP), authoring tools, and emerging technologies to enhance accessibility, interactivity, and global reach.
  • Develop and continuously evolve the Compliance Risk Management Academy learning solutions, including role-based learning pathways and structured programs that promote upskilling for Compliance Professionals.
  • Partner with business leaders and subject matter experts (SMEs) to identify capability gaps and translate complex regulatory and compliance requirements into clear, practical, and impactful learning solutions.
  • Lead the design and integration of assessment and evaluation strategies, including knowledge checks, applied learning activities, and post-learning evaluations, to measure knowledge retention, behavioural change, and program effectiveness.
  • Leverage data, insights, and feedback (e.g., learner analytics, stakeholder input, lessons learned) to evaluate program impact and drive continuous improvement and optimization of learning solutions.
  • Provide expert advice and guidance on learning strategy and execution, contributing to major initiatives and ensuring learning solutions are aligned with enterprise standards, risk priorities, and best practices.
  • Embed lessons learned and emerging risk insights into learning programs, ensuring content remains current, relevant, and responsive to evolving regulatory requirements and business needs.
  • Keeps abreast of global best practices in Compliance Learning and how it can be adopted to strengthen the delivery of the Learning Program.
  • Considers the Bank's risk appetite and risk culture in day-to-day activities and decisions.
  • Creates an environment in which their team pursues effective and efficient operations of their respective areas in accordance with Scotiabank's Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.
  • Champions a high-performance environment and contributes to an inclusive work environment.

Education/Experience

  • University degree in Education, HR, Business, or related field
  • Advanced degree, certificate, or designation in adult learning
  • Ability to develop/execute learning solutions in a large complex corporation gained through seven or more years of relevant experience
  • Experience using various software applications e.g. Articulate 360, Camtasia, Adobe Pro, Adobe Creative Suite, Vidyard, Vyond etc.
  • Experience developing a global learning strategy and delivering learning to various audiences
  • Expertise in developing learning content for multiple learning styles and delivery approaches
  • Proven experience in learning experience, measurement, metrics, and reporting
  • Demonstrated ability to manage and lead multiple projects at once, work effectively with internal and external stakeholders across the business
  • Excellent interpersonal, communication and analytical skills. Must demonstrate confidence and proficiency with public speaking
  • Proven ability to coach others, and work collaboratively and iteratively within a fast-paced team environment
  • Excellent program management/time management and prioritization skills to deliver on multiple priorities
  • Strong negotiation, managerial, and strategic thinking skills
  • Excellent writing and verbal communication skills, with strong accuracy and attention to detail
  • Knowledge and/or experience of the banking industry or compliance is an asset and would be preferred
  • Knowledge and experience as a learning instructor/facilitator in an academic and or corporate learning setting is essential
  • Proficiency and fluency in Spanish is an asset
